Gillard Government reshuffle – TDA welcomes incoming Tertiary Education and Skills Minister the Hon Chris Bowen

TDA welcomes incoming Tertiary Education and Skills Minister the Hon Chris Bowen MP, formerly the Minister for Immigration and Citizenship. He replaces Senator Chris Evans, who has announced his retirement from the Federal Ministry and politics.

TDA issued a media statement congratulating Senator Evans on his achievements, and nominating key issues facing Minister Bowen on his elevation to the Tertiary Education and Skills portfolio.

These include federal negotiations on the National Partnerships Agreement on Skills, which has left NSW, Queensland and Victoria yet to have “transition support for TAFE” to enable the flow of $1.75 billion reward payments. Several other key issues were also nominated in the TDA media statement.

Chief Executive of TDA, Martin Riordan, said the reshuffle comes at a critical time ahead of the phased introduction of a National Entitlement to Training, and TDA would seek an early meeting with Minister Bowen to discuss portfolio priorities.

Impasse on National Partnerships Agreement prompts Independent MP to call on Commonwealth to fund TAFEs directly

Independent MP, Rob Oakeshott, has said the federal government should bypass state governments to provide funding for TAFEs.

The suggestion is a response to the federal government withholding funding under a continuing impasse on the National Partnerships Agreement on Skills. Those states affected are NSW, Queensland and Victoria, which remain outside the National Partnership Agreement on Skills, signed in April 2012.

Mr Oakeshott told The Australian that in states where TAFEs had some autonomy, such as Victoria, the federal government should fund them directly. In other states, such as NSW, the Commonwealth should channel funds through local councils and universities.

National Panel for Economic Reform focuses on skills and training

“Human capital” emerged as a key focus for the National Panel for Economic Reform, at its inaugural meeting in Canberra last week.

The panel, including leaders from the Government, business community, trade unions and community sector, discussed the role of skills and education in preparing Australians for the workforce, and considered how to increase productivity and innovation in order to service the national economy.

The panel posed a series of questions on education, skills and training, to be answered at its next meeting in late April.

Launch of TDA National Scholarships Foundation and workshop

TDA members are reminded of the upcoming formal launch of the TDA National Scholarships Foundation at a gala dinner in Sydney.

The Foundation, which is an initiative of the TDA Board, will support financially disadvantaged students undertaking VET studies, and will take on the activities of the long-running Mick Young Scholarships.

Mick’s Big Night Out will be held at the Four Seasons Hotel, Sydney at 6.30pm on Friday 1 March. Guests include Her Excellency Professor Marie Bashir AC CVO, Governor of NSW and the Deputy Prime Minister and Treasurer Hon Wayne Swan MP, who will officially launch the new Foundation.

The event is an important step in building a new framework of corporate philanthropy, specifically aimed at the VET sector.

Institutes may also wish to attend a dedicated workshop prior to the dinner to discuss how the Foundation will function, how funding will be organised and how Institutes can benefit.

The workshop is being facilitated by Brian Wexham, founder of SkillsOne and Director of National Skills Week, and will be held on Friday 1 March from 2.30pm to 4.00pm at the TDA Sydney Office.

Have your say on regional TAFEs

The Chair of TDA's Regional Advisory Committee, Elizabeth McGregor, invites all regional TDA members to participate in the Committee's regular teleconferences.

Teleconference dates for 2013 are 5 April, 21 June, 16 August and 1 November.

The TDA Board established the Committee in 2010 to consider and advise the Board on issues that have a particular impact on TAFE in regional Australia. The potential for TAFE to take a leadership role in regional development is outlined in a TDA publication, TAFE's Strategic Leadership Role in Regional Australia, launched by the Hon Simon Crean, Minister for Regional Australia and Rob Oakeshott MP at Parliament House, Canberra in 2011.

Register now for LH Martin seminars in Melbourne on the US community college system

The LH Martin Institute is hosting seminars in March, featuring presentations from Professor Debra Bragg from the Office of Community College Research and Leadership from the University of Illinois.

Professor Bragg’s research focuses on transition to college by youth and adults, especially student populations that have not attended college historically. She is particularly interested in how disadvantaged youth and adults use community colleges to transition to higher education, including how public policies position community colleges as a primary port of entry.

The first seminar, The College Completion Agenda: Changes and Challenges Facing US Community Colleges, is on community college completions in the United States, and the effects of President Obama’s targets to increase retention rates.

The second seminar, The Evolution of Applied and Community College Baccalaureates in the US, is on the emergence of bachelor degrees in community colleges – also a very topical issue for Australian TAFEs.

RC-2020, TAFE NSW international VET roundtable and forum

TDA members are invited to attend the RC-2020 Spring Roundtable and Forum in Sydney.

A US-based association of technical colleges, RC-2020, has partnered with TAFE NSW - Sydney Institute to host a forum for VET professionals to consider present and future challenges to the sector.

The event will give TAFE practitioners a valuable opportunity to connect with local and international community and industry leaders.

The forums will be held at the MLC Centre in Sydney, on March 21.

LSAY National Research Forum - Are we there yet? Youth transitions in Australia

The National Centre for Vocational Education Research (NCVER) is holding a one-day national forum to present the latest findings from the Longitudinal Surveys of Australian Youth (LSAY), with a focus on people in transition.

Leading researchers, together with key figures in youth research, policy and education, will discuss how the LSAY findings support the choices young people make and inform youth transitions policy and practice.

The forum will be held at the Australian National Maritime Museum, Sydney on April 11.

Jump in WA apprentices and trainees

WA training enrolment numbers have recorded an increase, with more than 46,000 apprentices and trainees in-training as recorded last October – close to 19% increase since the previous year.

WA Training and Workforce Development Minister, the Hon Murray Cowper MLA, attributed the rise in apprentices and trainees to increased funding under the state’s Liberal government.
