Ministerial meeting considers national regulatory changes

At its most recent meeting, the Ministerial Council for Tertiary Education and Employment (MCTEE) agreed to progress national VET regulatory arrangements and promote a National VET Regulator at the COAG meeting in December.

MCTEE also agreed to the establishment of the Tertiary Education Quality Service Agency – the new quality agency for higher education in 2010.

International students presented their findings from the recent International Student’s Roundtable to the Ministers, and it was agreed that the findings, along with the outcomes of the Baird Review into the ESOS, would be further considered at the November meeting of the MCTEE.

AQF overhaul – submissions invited

The Australian Qualifications Framework (AQF) Council has issued the consultation paper: ‘Strengthening the AQF: An Architecture for Australia’s Qualifications’.

The paper builds on earlier consultations this year.Members are invited to contribute to TDA’s response by sending comments to pamcaven@bigpond.com by 14 October. A copy of TDA’s earlier submission is attached as background information.

TDA’s response to Skills Australia paper

TAFE Directors Australia has responded to the publication of Skills Australia’s final paper, Foundations for the Future: Proposals for Future Governance, Architecture and Market Design of the National Training System. TDA’s response includes the following remarks:

  • TDA supports Skills Australia’s proposal to streamline governance for the national tertiary system, in particular “a toughened and more consistent national framework for regulation” to drive high quality performance.
  • TDA argues that more work needs to be done on defining the tertiary sector.
  • While TDA applauds Skills Australia’s recognition of Australia’s public providers “as operationally responsible for the responsiveness, quality and relevance of the sector” (p26), the detail of how TAFE institutes can contribute to national skills planning is yet to be clarified.
  • TDA supports the recommendation (Section 8.4) for governance reforms of TAFE institutes to enhance operational flexibility and business autonomy. TDA however is of the opinion that for this reform to occur, Government should extend to TAFE institutes the structural adjustment funds currently quarantined to universities.

Help shape the national VET research agenda

The National Centre for Vocational Education Research (NCVER) is looking for contributions from the VET sector towards its new national VET research priorities.

Those interested in putting their ideas forward can respond to a discussion paper - National VET Research Priorities 2010 and beyond – or contribute to a blog. Submissions are due by 18 December and can be sent to renee.lukeman@ncver.edu.au.

Brussels symposium on VET innovation

Members are invited by the European Commission to attend a symposium titled: ‘Creativity and Innovation in and through VET’ to be held in Brussels on 27 October.

The symposium will explore how creativity and innovation can be promoted within VET systems in Europe, and is a part of the European Year of Creativity and Innovation 2009.

Singapore arts training opportunity

A tender opportunity is available through the Singapore Workforce Development Agency - the agency that coordinates Singapore’s continuing education and training – to develop training for the arts and culture, design and media and communications sectors.

The successful tender will review competency maps and develop competency standards for some 233 new competency units under the Creative Industries Workforce Skills Qualifications Framework (CI WSQ).

Review of Australian Training Awards

The Department of Education, Employment and Workplace Relations (DEEWR) has released a discussion paper on the review of the award categories of the Australian Training Awards. It presents findings from initial consultations for new categories.

Victoria University forum on teaching practices

Victoria University is hosting a colloquium that will provide universities and TAFE Institutes with the opportunity to identify and share sustainable sessional/casual teaching practices in higher education and VET.

It will be held 27 November in Melbourne and will a range of topics including educational coordination and professional development opportunities for sessional/casual teaching staff.

Call for responses – welfare payments

The Minister for Human Services, the Hon Chris Bowen MP, has released a discussion paper that seeks to improve future payment and information services in the Human Services Portfolio.

The paper, Better Dealings with Government: Innovation in Payments and Information Services, is available for response. Submissions close 30 October 2009.

New campus for TAFE SA

South Australia’s Employment, Training and Further Education Minister, the Hon Michael O’Brien MP, has announced that work has started on the new $9.4 million TAFE SA Victor Harbour Campus.

The campus will cater for the increasing population in the region, and is being built to include energy and water saving initiatives.

Victor Harbor TAFE SA will provide courses including nursing, aged care, disability work, mental health, youth work, home and community care, business administration, IT, financial services and vocational preparation. For more information click here.

TAFE NSW in running for export award

TAFE NSW has been included as one of four finalists in the Best Export Category in the 2009 Australian Event Awards, with the winner to be announced on Thursday, 8 October in Sydney.

The awards acknowledge the high standard of expertise required of industry professionals responsible for small and large-scale events.

TAFE NSW secured its finalist position for workforce planning and training services delivered for the Beijing 2008 Olympic and Paralympic Games and the World Expo 2010 Shanghai China. TDA wishes TAFE NSW all the best.

Australian Vocational Education and Training Research Association (AVETRA) has extended a call for papers for its 2010 Conference to be held 8-9 April at the Holiday Inn Surfers Paradise.
