TAFE MEETS Parliament - Skills Innovation 2020 launch

TDA FORUM TACKLES BIG ISSUES

TAFE Meets Parliament: Skills Innovation 2020, held 16 - 17 September in Canberra, came to a successful close last week with many delegates providing positive feedback on the event, particularly the review at a senior level of major new Government programmes, and opportunities for TAFE to engage in the 'Education Revolution'.

The key issues discussed at the forum were:

  • Contestability - opportunities for TAFE institutes?
  • Productivity - how is it measured and how can TAFE further contribute?
  • Governance - what styles of governance are going to promote further productivity?
  • Education Investment Fund - issues pending for enabling legislation in 2010.

The outcomes of these discussions will be reported in a Communiqué -- and a special Occasional Paper will be launched in the coming weeks to report key outcomes.

TDA MEETS WITH HOUSE EDUCATION COMMITTEE, & JOINT STANDING COMMITTEE ON FOREIGN AFFAIRS, DEFENCE AND TRADE

The House of Representatives Standing Committee on Education and Training held a public hearing with the TDA Board Executive, 18 September.

TDA's senior International Executives met with the Joint Standing Committee on Foreign Affairs, Defence and Trade (See international report, below)

The Education & Training Committee, under its Chair, Ms. Sharon Bird MP, held the 45-minute session with the TAFE Board Executive, covering issues including skills requirements to meet emerging trade demands, The Australian Qualifications Framework and the relevance of national competencies, and mature-aged apprenticeships, and changes being proposed by Trades Recognition Australia. The Occasional Paper from TAFE Meets Parliament will include a link to the Hansard of evidence.

MICK YOUNG ORATION AND TDA 10th ANNIVERSARY DINNER

The Deputy Prime Minister, the Hon Julia Gillard MP, pledged to make vocational education central to the Government's education reforms, when delivering the 2008 Mick Young Oration at TDA 10th Anniversary Parliamentary Dinner, held last week at Old Parliament House (Canberra, 16 September).

Deputy PM Gillard nominated modernism of TAFE and VET as key tasks, and seeking to lift completions across eight or more vocational course areas.

Ms. Gillard delivered a moving tribute to the late Hawke Government Minister, Mick Young, and praised the Scholarship Trust for its supporting less advantaged students to complete their VET studies. She commended the TAFE network for their important role in Australian education and outlined her vision for VET in the future of the education system. To read Ms Gillard's oration click here.

TDA would like to extend its thanks to the Deputy Prime Minister for her involvement in the evening - including her toast to TDA on the 10th anniversary! Special thanks also go to the Mick Young Scholarship Trust and also to all sponsors of the event. Funds raised will contribute to two TAFE students, recipients of Mick Young Scholarships, participate in international study.

TDA TUITION ASSURANCE SCHEME LAUNCHED AT TDA FORUM

Minister for Employment Participation, the Hon Brendan O'Connor, officially launched the TAFE Directors Australia Tuition Assurance Scheme at Parliament House, 16 September.

The Minister said the scheme strengthened the VET and higher education sectors by providing vital protection mechanisms for students.

MOVEMENTS IN POLITICS

New state cabinets were announced in Tasmania and Western Australia last week.

Tasmanian Premier, the Hon David Bartlett MP, will remain as Minister for Education and Skills in Tasmania.

Recently elected Premier of Western Australia, the Hon Colin Barnett MP, announced Elizabeth Constable for the Education portfolio as well as Tourism and Women's Interests. Peter Collier was awarded the Training portfolio, along with Energy.

MEMBERS' INPUT SOUGHT FOR INQUIRIES

Trade with Asia Pacific and Latin America

Members of the Australian TAFE International Network were invited to present to the Joint Standing Committee on Foreign Affairs, Defence and Trade, in light of their current enquiry into Trade with Asia, Pacific and Latin America.

The Committee is examining and seeking input on opportunities for expanding Australia's trade and investment relations with the countries of Asia, the Pacific and Latin America, with particular attention to the nature of existing trade and investment relations, future trends and the role of government in this engagement.

TDA was represented at the Committee hearing by David Riordan, DET NSW, Janelle Chapman, Southbank Institute of Technology, Phil De Garis, Education and Training International WA and Rebecca Biazos, Director International Engagement. The Joint Standing Committee hearing provided an opportunity to showcase the breadth and depth of international activity across our members institutes into the key markets of Asia Pacific and Latin America. The submission will provide an opportunity to further detail this activity and to generate new ideas and opportunities. The link to Hansard will be circulated with the Occasional Paper.

ASEAN

There is still time for members to contribute to the Foreign Affairs Sub-Committee inquiry into Australia's relationship with the Association of South East Asian Nations (ASEAN). Representing a population of around 575 million, the 10 ASEAN nations are important trading partners for Australia, worth over $55 billion in 2007. ASEAN is the sixth most important export destination for Australian goods and services, and Australia is the eighth most important source of imports from ASEAN. The full terms of reference are attached.

Pacific and PNG

Subsequent to our ongoing engagement in PNG and the Pacific, members are also invited to contribute to TDAs submission to the Senate inquiry into the main economic and security challenges facing Papua New Guinea and the island states of the Southwest Pacific. The terms of reference are attached.

REPORT EXAMINES SCHOOL LEAVERS' PROGRESS

The Australian Council of Education Research (ACER) has released the report: 'VET Pathways Taken by School Leavers'.

The report revealed that school leavers that participate in VET are more likely to succeed in their careers, as they increase their employment opportunities and earning power.

MALAYSIAN VET PROMOTION - JANUARY 2009

Expressions of interest are sought from Australian VET institutions to participate in The Star Education Fair, to be held at the Kuala Lumpur Convention Centre, 10 - 11 January 2009. AEI Malaysia plans to organise an Australian Vocational Education and Training Pavilion within the exhibition to profile and showcase VET institutions and selected courses.

STUDY OVERSEAS WEB PORTAL

Australian Education International, through the Department of Education, Employment and Workplace Relations, has recently launched the Study Overseas web portal at www.studyoverseas.gov.au.

The Study Overseas portal consolidates information about overseas study opportunities for Australian students into one easy-to-access site. Visitors to the portal will find a range of information on topics such as: the value and benefits of studying overseas; financial assistance and scholarship opportunities; and general tips and information on travelling overseas. Visitors to the portal can also read the personal experiences of Australian students who have had the opportunity to study overseas.

The second phase of the Study Overseas portal is expected to be active in early 2009, additions will include specific information on destination countries, targeted Australian provider information and more detailed information on overseas study opportunities for students in the VET sector.

NCVER RESEARCH - COMPETITIVE TRAINING MARKETS

The National Centre for Vocational Education Research has released a report titled: 'Vocational education and training providers in competitive training markets'.

The jointly authored Fran Ferrier, Tom Dumbrell & Prof. Gerald Burke report focuses on key changes transforming Australia's VET providers and delivery - especially strategies to lower costs, new public/private partnerships and collaboration, and international focus, to compete. The report reviews VET across 'thin' markets, and strategies. For more information click here.

NEW WAYS OF WORKING IN VET FORUM 5

Reframing the Future is facilitating an interactive, national two-day forum encouraging fresh thinking about innovation, agility and responsiveness in the vocational education and training system.

The forum will be held 17 - 18 November 2008 in Melbourne and will provide an opportunity for participants to network, share contemporary approaches to vocational education and training and promote good practice in implementing the national training system.

Participants will also have an opportunity to attend the 'Enterprises Enhanced by VET' forums, as well as activities with a special focus on the latest Council of Australian Governments recognition of prior learning resources and practices from around Australia.
