New study highlights benefits of pre-apprenticeship training

A new study of pre-apprenticeships, commissioned by Group Training Australia, shows they have strong support from both employers and training providers.

It says pre-apprenticeships increase the likelihood of an individual taking up an apprenticeship and completing it.

The study finds that, contrary to some recent evidence, pre-apprenticeships play an important role in improving labour market outcomes in the VET sector.

Quality and implementation of regulation key issues for NSSC – TDA submission

TAFE Directors Australia has called on the National Skills Standards Council for a comprehensive review of the standards and implementation of regulation of vocational education and training.

TDA thanks members for their contribution to our response.

TDA supports the basic premise of the review, namely:

“A single national set of standards for the regulation of VET that is appropriate for ensuring quality outcomes, clearly documented, capable of being consistently interpreted by registered training organisations (RTOs) and regulators, and effectively implemented through nationally consistent regulation.”

In essence, TDA argued that while the current Standards must be improved, improvement of the Standards by itself will not guarantee national consistency and quality.

The key is to look at quality outcomes through the implementation of the regulatory framework. What is required is consistent and expert interpretation of the Standards by the Regulator (and the auditors) and by a capable and confident VET workforce who can make judgements consistent with Training Package standards and assessment principles.

The various jurisdictions need to have sufficient confidence in the strength of the national system for them to refer their regulatory powers. The fact that two states were unwilling to refer powers is in itself indicative of a lack of confidence in the ability to effectively prosecute the current Standards.

Tertiary Education Minister Senator Chris Evans addresses inaugural Australia India Skills Conference

Over 120 delegates registered in Perth last week for the inaugural Australia India Skills conference.

The conference was hosted by the Australia India Education Council and located at Central Institute of Technology.

Tertiary Education Minister, Senator the Hon Chris Evans, opened the conference with remarks regarding past, present and future relations between the two countries.

Over 50 delegates from India flew in for the two-day conference and were joined by senior vocational education and training experts from across Australia. Conference proceedings included a range of case studies, panel sessions and keynote speeches, all of which will soon be accessible through the Federal government’s Australia India Education website.

TDA highly recommends a visit to the site as many of the presentations provided unique insights into current and future opportunities for cooperation and partnerships.

NCVER ‘No Frills’ conference speaker presentations

Industry leaders presented the latest research in the education sector at the 2012 National Vocational Education and Training ‘No Frills’ Research Conference.

Hosted by NCVER and TAFE SA, the conference welcomed a series of speakers.

Highlights included the findings of Professor David Finegold on the expanding requirements from China and India vocational education and training, and Robyn Archer AO, who argued hands-on training is the best option for learning in the arts.
