National Skills Standards Council communiqué

The National Skills Standards Council (NSSC) recently met with Industry Skills Councils to discuss standards of VET regulation, and methods of ensuring high quality Training Package qualifications.

The NSSC also provided an update of its Review of the standards for the regulation of VET.

Tertiary leaders counsel Victorian Government against amendments to TAFE and university governance

The Australian Financial Review has reported on high-level concerns regarding legislation proposed by the Baillieu Government, scheduled to be debated in Victoria’s lower house this week.

Executive Director of the Victorian TAFE Association (VTA), David Williams, and National Tertiary Education Union (NTEU) President, Jeannie Rae, expressed their concern regarding the practical effects of the proposed Bill on the autonomy of university and TAFE governing councils.

The AFR reported today that Chairs of university councils are divided on the changes.

Mr Williams said the Bill would require each TAFE board to be approved by the Minister of the day.

“Staff and students are absolutely still able to be on university and TAFE Boards, as long as they have the necessary skills and experience,” said Victoria’s Higher Education and Skills Minister, the Hon Peter Hall.

He also said he feared TAFE Boards may lose their capacity to independently recruit local business and industry figures.

Queensland Skills and  Training Taskforce releases final report

TAFE Directors Australia has welcomed a base funding review and a caveat on negotiations on return of any TAFE asset amalgamations or closures to TAFE rather than consolidated revenue, in the Queensland Skills and Training Taskforce released by the Queensland Government last week.

The Queensland Skills and Training Taskforce for technical and vocational education recommended reform in TAFE institute governance as a key part to any overhaul of skills and training, including reforms to industrial relations and capacity for TAFE to operate under new competition in a demand-led Entitlement Training system agreed to by Premier Campbell Newman.

TDA cautiously welcomed the major recommendations by the Taskforce, which will now be considered by the Queensland Minister.

The Federal Government expressed concern over the Taskforce report, and has sought assurances from the State Government that it will not cut funding and access to TAFE.

In response to claims of wholesale campus closures, Education, Training and Employment Minister, the Hon John-Paul Langbroek says it is “business as usual” and that the Queensland government is yet to respond to recommendations made in the report.

East Asia TVET workshop – Post-Asian Century Henry Report initiative for skills coordination

Representatives from 16 of the 18 East Asia countries will gather in Melbourne this week for a three day workshop to discuss plans for establishing a network of technical vocational education and training (TVET) providers throughout the region.

The workshop is being coordinated by TDA and is a joint initiative of the Australian and Korean governments, announced at a recent EAS Education Ministerial meeting in Indonesia.

Participants will experience the delights of culinary arts at the William Angliss Institute, spend a day at the Kangan Institute’s Automotive Centre of Excellence, and attend the Australian Training Awards dinner on the Friday night.  Stay tuned for the results of the workshop and the next steps.


University offers Graduate Certificate in Tertiary Teaching

The University of Melbourne is now offering a Graduate Certificate in Tertiary Teaching, designed for those teaching higher education and high-level VET qualifications in TAFE institutes or private providers.

The purpose of the course is to help teachers develop a scholarly approach to their teaching, align learning objectives and assessment, and implement student‐centred teaching and learning strategies.

The course is one year part-time and is designed to be taught in an intensive mode. In first semester, there will be three weekends (Fridays and Saturdays) and then another day for each subject. The dates and times are:

Friday March 15th, 3pm-8.30pm

Saturday March 16th, 9am-4.30pm

Saturday May 4th, 9am-4.30pm

North Coast TAFE forms partnership with Chinese vocational college

North Coast TAFE has signed a Memorandum of Understanding (MoU) with Dongying Vocational College in China, to collaborate on teacher training, student exchange and sharing of vocational education best practice.

Dongying Vocational College hosts 14,000 full time students, 4,200 distance students and nearly 800 staff. It offers 56 majors including petrochemical production technology, machinery manufacturing and automation and logistics management.

VET council roundtable – Brisbane and Cairns

The National VET Equity Advisory Council (NVEAC) invites TDA members to participate in a discussion on the effects that VET reforms have had on support for disadvantaged learners, at roundtable consultations in Brisbane on 21 November and Cairns on 22 November.

NVEAC will use this and other feedback from around Australia to examine the priorities and directions for the NVEAC Equity Blueprint 2011-2016: Creating Futures: Achieving Potential through VET.
