TAFE bedrock of national VET system – industry-led AWPA finding

TDA has released a detailed statement, following Friday’s release of the 2013 National Workforce Development Strategy.

It reveals a 14 per cent drop in per student annual hour VET funding, hampering the capacity to deliver skills and higher qualifications.

National Workforce Development Strategy


The Australian Workforce and Productivity Agency’s (AWPA) latest workforce development strategy, released on Friday, has nominated TAFE as the bedrock of the national VET system and recommended a three per cent per year increase in skills funding to 2025.


The Agency emphasised the importance of creating flexible pathways between VET and Higher Education, and encouraged a review of the interface between the sectors. It also cited disappointing progress in the provision of Commonwealth-supported places for degrees awarded by the VET sector.

Future focus, 2013 National Workforce Development Strategy argues for a more integrated tertiary sector, and supported a new income-contingent loan scheme to support students studying at Certificate IV level and above.

The report also notes with concern the significant funding cuts to the public provider across several jurisdictions.

“There are great risks if the balance tips beyond efficiency to cuts in quality and services for the diverse student cohort and geographical localities often provided by TAFE,” the strategy said. 

The report also mentions the recently-launched TDA National Scholarships Foundation in the context of innovative funding arrangements that will underpin the new national entitlement to training.

NSSC position paper soon available for public review

The National Skills Standards Council (NSSC) will release tomorrow its position paper on the review of the standards for the regulation of VET, for public consultation.

At its most recent meeting, the NSSC also discussed an updated policy for the application of the Australian Qualification Framework (AQF) Qualifications Issuance Policy, and further collaboration with VET stakeholders on the implementation of standards for Training Packages.

Government extends Kickstart

The federal government has announced it will extend its Apprentice Kickstart initiative until the end of April.

The Kickstart program for building, construction and engineering trades, encourages employers to hire apprentices by offering bonus incentive payments.

Tertiary Education and Skills Minister, the Hon Chris Bowen, said the uptake of construction apprentices had been slower than expected, so the government will extend the scheme to offer support for more employers and apprentices.

Knowledge management in training organisations

The Queensland VET Development Centre (QVDC) is hosting a program designed to assist registered training organisations (RTOs) with knowledge management.

QVDC said “knowledge management is based on the idea that an organisation’s most valuable resource is the knowledge of its people.”

The Knowledge management – Use it or lose it program aims to assist middle and upper managers of RTOs identify the levels of knowledge within its organisation, and how to harness it effectively.

The program consists of two webinars to be held in March, and two workshops in May.

Program to assist businesses with workforce development funding

A Manufacturing Workforce Development Service (MWDS) has been formed to work with small and medium enterprises (SMEs) in the manufacturing sector, to support and assist them access the Australian government’s National Workforce Development Fund (NWDF).

The new, free service, initiated by Manufacturing Skills Australia, helps SMEs implement their workforce development plans, assists with funding applications, and advises enterprises on how to select a suitable RTO.
