Duncan was born and raised in Western Australia. Joining the Australian Army Duncan graduated both the Australia Defence Force Academy and the Royal Military College – Duntroon. Allocated to the Royal Regiment of Australian Artillery, Duncan was deployed to both Iraq and Afghanistan and transferred to the Army Reserves after 15 years of full time service.
Appointed as the Managing Director of the South West Institute of Technology in 2013, Duncan led a comprehensive organisational review. Duncan was appointed as the Interim Managing Director of South Regional TAFE in 2016 as part of Western Australia’s Training Sector Reform Project.
Duncan is the Chair of Regional Development Australia – South West and supports a number of other community groups, including as the President of his local Returned and Services League sub branch.
Duncan is married with two young children and enjoys training and trialling sheep dogs and going to the gym.
