Meeting held in Lanzhou regarding the development of Secondary Vocational Education in Tibet  “西藏和四省藏区中职教育推进会”在兰州举行

9月23日,教育部会同中央统战部、国家发改委、财政部在兰州召开西藏和四省藏区中职教育推进会。会议的主要任务是深入贯彻中央领导同志的重要批示指示精神,全面落实全国职业教育工作会议和对口支援西藏工作20周年电视电话会议有关要求,对加快推进西藏和四省藏区中职教育发展工作进行再部署。中央统战部副部长、中央西藏办副主任斯塔,教育部副部长、中央西藏工作协调小组教育组组长鲁昕出席会议并讲话,甘肃省委常委、副省长咸辉到会并致辞。

On 23rd September, the Ministry of Education, together with the Department of the Central United Front, the National Development and Reform Commission and the Ministry of Finance, held a meeting in Lanzhou regarding the development of secondary vocational education in Tibet and Tibetan areas. The priorities of the meeting included:

-         Implementation of new policies of the central leaders

-         Coordination of the National Vocational Education Conference for Tibet’s 20th anniversary

-         Acceleration of vocational education development in Tibet and Tibetan areas.

会议指出,要深刻领会中央领导同志的重要批示指示精神,充分认识到大力发展中等职业教育,是促进西藏和四省藏区经济社会跨越式发展的客观需要,是保障与改善西藏和四省藏区民生的现实需要,是维护西藏和四省藏区社会稳定与长治久安的迫切需要,是调整与完善西藏和四省藏区教育结构、促进教育科学发展的迫切需要。近期要重点抓好五项任务:一是依托现有职业学校,每个藏区地州原则上重点建设一所中等职业学校。二是调整优化学校专业结构和布局,支持建设一批地方经济社会发展急需、就业前景看好的专业。三是加强双师型教师队伍建设,切实解决西藏和四省藏区中职教育发展教师数量不足、结构不合理、双语双师型教师严重短缺等问题。四是大力推广“9+3”免费中职教育,把“9+3”纳入到各省藏区年度招生规划,积极探索“9+3”招生、管理、就业的长效机制。五是适度扩大对口省市及合作学校招生规模。

During the meeting, it was highlighted that the development of secondary vocational education is crucial to achieving accelerated economic and social development. Development of the sector will be achieved in the following ways:

1)  Existing vocational schools: each Tibetan province will be responsible for building one secondary vocational school.

2)  Improve employment prospects for professional staff

3)  Increase the number of dually-qualified teachers to reduce staff numbers

4)  Promote the "9 +3" free vocational education program and integrate it into the Tibetan vocational education system,

5)  Expand the enrollment size of pairing provinces and schools.

会议强调,五省区、藏区地州、对口支援单位、中央有关部门等四方面都要充分发挥主动性,积极推进西藏和四省藏区中职教育发展。下一步工作要突出抓好五个关键环节:一是科学合理、实事求是地制定好藏区中职教育发展规划;二是做好重点建设学校的具体实施方案;三是加强中职学校各项管理,提高教育教学质量;四是各有关方面密切配合,共同形成加快推进西藏和四省藏区中职教育发展的强大合力;五是抓好督促检查,确保取得成效。

会议期间,鲁昕还考察了兰州市、甘南州部分学校。

Experts say there are six ongoing challenges in Vocational Education development urgently needing reform 专家:职业教育发展中"六大顽疾"亟须改革解决

当前,我国职业教育迎来了重要的发展机遇期,但职业教育发展过程中的“六大顽疾”亟须通过深化改革加以解决。

Vocational education in China is in the midst of an important period of change and rapid development, however there are six ongoing challenges which still need to be addressed.

第二届民盟教育论坛18日在湖南省株洲市开幕。教育部和全国30个省区市的100多位盟员专家学者就“深化职业教育改革,加快我国现代职业教育体系建设”为主题开展研讨。

The Second National League for Democracy (NLD) Education Forum commenced on the 18th September in Zhuzhou City in Hunan Province. More than 100 experts and scholars from MOE and NLD attended the forum. "Deepening Vocational Education reform to accelerate development of a Modern Vocational Education System " was the main theme of the forum.

记者从论坛上获悉,目前,全国共有1.2万所中职学校、1200多所高职学校,年招生总规模近1100万人,在校生近3100万人,已经建成了世界上规模最大的职业教育体系,培养了大批技能人才,改善了劳动力结构,拓展了服务领域,推动了城镇化进程和新农村建设。

There are currently a total of 12,000 secondary vocational schools and more than 1,200 vocational colleges across China, with an annual enrollment of nearly 11 million and 31 million current students. This makes China’s vocational education system the largest in the world. The sector has provided enormous benefits to Chinese society through an increased number of skilled workers, an improved labor market, expanded services, and increased construction in rural areas.

与会专家表示,我国职业教育发展中依然存在一些难题,需要通过深化改革加以解决:一是重普教、轻职教;二是多头管理、政出多门,资源难以整合;三是办学资源有限,教育经费紧张;四是教师队伍缺编严重,结构不合理;五是产教融合、校企合作缺乏制度保障,缺少动力与活力;六是中等和高等职业教育衔接、职业教育和普通教育沟通不畅。

Experts say that problems still exist in vocational education which need to be addressed through the deepening of reform:

-         It is necessary to raise the profile and popularity of vocational education

-         Educational resources and funds need to be increased

-         The number of teaching positions need to be increased

-         Engagement with industry needs to be improved

-         Pathways between secondary and higher vocational education, vocational education and general education need to be increased.

“人文素养教育是职业教育不可缺少的一部分,职业教育也需要培养具有认真、诚信、敬业、职业精神的人。”民盟中央教育委员会副主任、新东方教育科技集团董事长俞敏洪表示,“职业教育课程体系设计要符合现实需求,同时必须为就业者提供再教育机会。”

与会专家建议,当前我国需要突出职业教育的战略地位;改革管理体制,完善办学机制;深化产教融和、校企合作,支持社会力量兴办职业教育;着力构建现代职业教育体系,打通从中职、专科、本科到研究生的上升通道,为学生和全体社会成员提供多样选择、多路径的成才机会,促进中等和高等职业教育、普通教育协调发展。

Guangdong Neusoft Institute establishes a ‘third semester’ focusing on student participation in project development 广东东软学院设立实践学期让学生参与项目开发

实践学期是广东东软学院的教学特色,该校将一学年分为3个学期,为期4周的实践学期安排在每年的8至9月,以项目为载体,让学生将所学知识、专业技能与项目开发相结合,以达到融会贯通的目的。

Neusoft Institute in Guangdong has recently developed a ‘practice semester’, which divides the academic year into three. The practice semester, a period of four weeks from August to September each year, aims to apply the students’ knowledge and skills to the development of a real-life project.

实践学期里“课程”安排十分紧凑,据自平衡智能小车项目指导教师黄海介绍,学生们要在第一周完成小车的零部件组装,让轮子动起来;第二周为小车加上陀螺仪和加速度传感器,使小车实现自动平衡;第三周和第四周扩展小车功能,如加上摄像头、声音传感器、距离传感器等,让小车实现智能规避障碍物、自主规划路线等功能,学生们最终想把它做成办公室里的智能垃圾桶。

Student, Wu Shangrong, who majors in software testing in the School of Computing, has participated in two practice semester since starting his course. These practical semesters have increased his ability to solve technical problems and increased his communication skills as well as his sense of responsibility. Wu commented that in addition to technical skills, the experience gave him a sense of responsibility, communication and coordination skills as well as delegating skills through his role as a team leader.

今年的实践学期里,该校共有3196名学生参与171个实践项目的开发,另有239名学生在符合要求的企业中顶岗实习。在实践学期课堂上,有不少企业高管的身影,他们为学生们传授沟通技巧、职业生涯规划、生产管理、采购方法等经验。学生们还可以与往届优秀毕业生面对面交流,在职业生涯发展上比较成功的学长们会回校与学弟学妹们分享心得体会和职业经历,分享所修课程对于职业发展的帮助。

In this year's practice semester, there are a total of 3,196 students participating in 171 practical projects and an additional 239 students who meet the requirements to undertake industry internships.

In practice semester classrooms, workplace professionals teach the students communication skills, career planning, production management and procurement methods. Students are also able to meet previous graduates, including those who have gone on to have a successful career. These ex-students share their thoughts and experiences with the current students.

据广东东软学院院长杨利博士介绍,对于实践学期的项目,学院会力所能及地给予资金支持,在实践学期结束时,除了考核学生各技能点的掌握情况以外,还将引入第三方,如聘请企业代表、行业专家等,按企业的眼光与要求对这些项目进行考核,以保证这些项目不是纸上谈兵。

At the end of the practice semester, in addition to a skill assessment by teachers, a third assessor from industry will also assess the students to ensure the validity of their knowledge and skills.

Anhui Bengbu: Industry experts to become teachers in secondary vocational schools 安徽蚌埠:行业优秀能工巧匠可到中职学校任教

安徽省蚌埠市积极探索职业学校用人制度改革,日前出台规定明确,职业、成人学校可拿出不低于20%的编制用于聘用兼职教师,并明确学校可根据需要聘请具有特殊技能,在相关行业中拥有一定声誉的能工巧匠、非物质文化遗产国家和省级传承人。

Bengbu is actively exploring various reforms to improve the staffing situation of vocational schools in China. Reforms have already been announced which will ensure that 20% of teaching positions are allocated to part-time teachers. Schools are being encouraged to hire craftsmen with advanced technical skills and a good reputation in their respective.

根据最新出台的《蚌埠市职业学校兼职教师管理办法》,包括中等专业学校、职业高中、技工学校和成人中等专业学校在内的职业院校,可在核定编制总额内拿出不低于20%的编制,采取政府购买服务的方式,聘用兼职教师。兼职教师需要具备较高的专业素养和技能水平,能够胜任教学工作,具有中级以上专业技术职称(职务)或高级工以上等级职业资格(职务)或3年以上企事业单位一线工作经历。为进一步优化职业学校用人机制,促进教师队伍结构优化,该市鼓励相关学校聘请那些具有特殊技能,在相关行业中拥有一定声誉的能工巧匠、非物质文化遗产国家和省级传承人充实教学一线。

Revision of the Vocational Education Act 《职业教育法》修订工作重启 年内将有实质进展

受教育部委托,教育部职业技术教育中心研究所今天就《职业教育法》修订召开座谈会,这也是《职业教育法》修订工作沉寂3年后重新启动。

Commissioned by the Ministry of Education (MOE), the Central Institute for Vocational and Technical Education (CIVTE) recently held a forum focusing on the revision of the Vocational Education Act, following three years of no action.

2008年,十一届全国人大常委会将《职业教育法》修订工作列入日程,教育部承担了《职业教育法》的修订工作,完成了《《职业教育法》修订草案(送审稿)》,并于2011年报送国务院法制办。目前,《职业教育法》修订工作列入了十二届全国人大常委会立法规划,国务院法制办也将《职业教育法》修订工作提上议事日程。教育部决定在原有修订成果的基础上,抓紧推进《职业教育法》修订工作,计划年内取得实质性进展。

In 2008 the 11th NPC Standing Committee tabled a revision of the Vocational Education Act. MOE undertook the revision and submitted the revised draft to the State Council Legislative Affairs Office in 2011. Currently, the revision of the Act is included in the legislative plan of the 12th NPC Standing Committee. MOE have decided to speed up the revision in order to achieve more substantive progress this year.
