河南投入3.53亿元重点建设109所品牌职业院校

Government Investing 353 million RMB in construction of 109 local vocational colleges in Henan Province

近日,河南省教育厅、省人社厅、省财政厅、省发改委联合下发通知,确定13所院校为“河南省职业教育品牌示范院校”、96所院校为“河南省职业教育特色院校”,建设期2年。河南财政将按照每所品牌示范院校500万元、特色院校300万元的额度安排奖补资金,总计投入3.53亿元。

Recently, the provincial Department of Education, the Department of Human Resources and Social Security, the Department of Finance and the Development and Reform Commission of Henan Province jointly issued a circular, in which 13 institutions are identified as “Demonstration Vocational College of Henan Province" and 96 colleges are selected as “vocational schools with special features in Henan”. According to the circular, the government will invest 353 million RMB in total over two consecutive years into the construction of demonstration colleges. Each demonstration college will receive 5 million RMB as an allowance or subsidy, while each special features college will receive 3 million RMB as allowance.

河南要求,各地将建立职业教育品牌示范院校和特色院校管理办公室,协调、解决项目建设中出现的问题;在建设资金上,地方政府、项目院校、社会投入总额不得低于省财政奖补资金的3倍;项目院校建设要按照“事前科学论证、事中监控指导、事后效益评价”的原则进行全过程审核、监控和考核,建立省、市、校三级监控考核体系,确保各项建设任务落到实处。

The provincial government requires an administrative office to be set up to manage, coordinate and solve problems arising during the period of construction of the demonstration schools & specially featured schools. In terms of the construction fund, project co-founding is encouraged. Local government, social investors and the schools are all encouraged to contribute to the construction funds. Co-funding will need to be 3 times more than that contributed by government.

In terms of the construction of schools, each College should follow three principles, scientific study before construction, monitoring & supervision during construction and evaluation after construction. Monitoring and evaluation should take place throughout the entire construction process and be established at provincial, regional and school levels.

天津职技师范大学"双师型"职教师资博士生入学

PhD Students on vocational education are enrolled in Tianjin University of Technology and Education (TUTE) 

近日,天津职业技术师范大学首届“双师型”职教师资博士研究生举行了开学典礼。“双师型”职教师资博士,是国家大力发展职业教育的又一重大举措,对提高职教师资人才的专业化水平,构建现代职业教育教师培养体系具有重大意义。

Tianjin University of Technology and Education (hereinafter TUTE) held the opening ceremony for its doctoral students, focusing on vocational teaching. The PhD program for vocational teaching is the first of its kind in China and demonstrates the increasing importance of vocational education to the Chinese government. The program will play a key role in driving professional improvement of Chinese vocational teachers. It is also significant for building a modern vocational education teacher training system.

天津职业技术师范大学,在全国同类院校中曾率先获得硕士学位授予权,今年又获批服务国家特殊需求博士人才培养项目。该校招收的首届服务国家特殊需求“双师型”职教师资博士研究生,共录取4人,其中,机械设计制造教育专业(方向)3人,自动化工程教育专业(方向)1人,4人均来自职业院校。

TUTE was the first vocational college to obtain a license to deliver the postgraduate program.  This year, TUTE has once again been approved to provide a PhD program for vocational teaching. The program is allowed to recruit 4 PhD students studying vocational teaching, with 2 students specializing in mechanical design and manufacturing and one student specializing in Automation Engineering Education. All these students have graduated from vocational schools. 

 该项目博士研究生将采取“课程学习+科研训练+职业院校教学实践+校企合作实践”的培养模式,实行由专业导师、教育学导师和企业技术人员、职业院校专业带头人组成的导师组共同指导制度。

PhD Study for the program is composed of four parts: “major course + scientific research + teaching practice at vocational schools + training at enterprises”. The supervisors for PhD students include professors of the specialty, professors on education, technicians from enterprises and academic leaders from the school.

教育部发布专业标准为中职学校教师入职设定门槛

Professional Standards set by the Ministry of Education for Secondary Vocational School Teachers 

教育部网站9月27日发布《中等职业学校教师专业标准(试行)》(以下简称《标准》),对中等职业学校教师培养、准入、培训、考核等提出具体要求。其中特别要求专业课教师和实习指导教师需具有企事业单位工作经历或实践经验。

On September 27th, The Ministry of Education released “professional standards for secondary vocational school teachers (hereinafter referred to as "Standards"). The standards illustrate specific requirements for secondary vocational school teachers, including teacher training, teacher qualifications, teacher assessment etc. The standards require that all teachers and internship instructors must have prior work experience at enterprises or other institutions.

《标准》由“基本理念、基本内容、实施要求”三大部分组成,在内容和结构上突出体现中等职业学校教师“双师型”特色。《标准》对教师提出“专业理念与师德、专业知识、专业能力”等3个维度的具体要求,并从15个领域细化为60个条目。

The standards consist of three sections: basic conception, major content, and implementation requirements. The contents of the standards highlight the special features of secondary vocational school teachers. The standards also stipulate specific requirements for teachers, e.g. professional philosophy and ethics, professional knowledge and professional competence. All requirements are illustrated in detail in 15 chapters and 60 items.

针对教师实践能力与产业技术进步脱节的问题,《标准》要求教师要了解产业发展趋势和工作岗位要求,跟进技术进步和工艺更新,基于职业岗位工作过程设计和实施教学;针对教师生产实践经验不足的问题,要求教师为企业提供技术支持、员工培训、业务咨询等社会服务,专业课教师和实习指导教师要具有企事业单位工作经历或实践经验。

Responding to the issue of divergence between teacher’s practical capability and industrial technology development, the standards require all teachers to understand industry trends and job requirements, keep up to date with technological progress and industrial process innovation, and design the curriculum based on the demands of industry.

Responding to the issue of teacher’s lack of real on the job work experience, the standards require all teachers to participate in voluntary services, for example, providing technical support, staff training or business consulting.

重庆城市管理职院推行企业兼职教师资格认证培训

Chongqing City Management College offers Certification & Training Services for Corporate Part-time Teachers 

重庆城市管理职业学院从2012年6月开始推行的企业兼职教师资格认证培训。学院构建了以教育学、教学法、高职教育理论等为主要内容的企业兼职教师资格认证培训课程体系,开展五期共计130多人的企业兼职教师培训,其中80人获得认证证书。

Since June 2012, Chongqing City Management College has launched a certification and training program for part-time teachers.

The college has developed a training program for qualification certification of part-time corporate teachers. The course covers education methodology, teaching methodology and tertiary vocational education theory. The college has carried out 5 trainings sessions, with more than 130 part-time teachers trained and 80 teachers getting certificates.

对参加认证的企业兼职教师,首先集中授课培训,每期共44学时。授课内容主要围绕现代职业教育理念、现代教学方法手段掌握及运用、课堂授课内容选择、经验技能优势如何转变成教学优势等进行。 

Classroom course training is conducted first. This takes 44 hours. Lectures for this classroom training include: the concept of modern vocational education, modern teaching methodology, teaching contents screening, and integration of experience & skills into teaching.

重庆城市管理职业学院已有不少专业课程教学采取分段式教学模式,由专任教师和企业教师一起授课,实战部分由企业教师承担,而理论部分则由专任教师承担。

Chongqing City Management College has adopted a segmented teaching model which invited both full time teachers and corporate part-time teachers to teach separate courses, with practical parts taught by corporate part-time teachers , while theoretical part taught by full-time teachers.

山东财政“埋单”聘请业界精英到职业学校任教

Shandong Finance Department "pay” to hire the industry's elite to teach at vocational schools

山东省日前发布关于推进现代职业教育体系建设的实施意见,针对职业学校师资队伍建设有多项政策突破,其中,将于10月底前分类制定职业院校兼职教师管理办法。 山东财政将参照副高级专业技术职务人员平均薪酬水平拨付经费,使职业学校成为各类高层次应用型人才教授知识、传承技能、研发创新的聚集地。支持职业学校引进富有实践经验的优秀专业人才作为兼职教师。

Shandong Province recently issued an opinion document on the construction of a modern vocational education system. Many favorable policies regarding vocational school faculties are to be implemented according to this opinion document. One of the policies is to formulate administrative guidelines for part-time vocational teachers by the end of October. Shandong government Department of Finance will provide funding for vocational school’s recruitment of part-time teachers. The compensation for these teachers is equivalent to the remuneration of middle and senior level professionals. This represents an attempt to recruit more part-time teachers with rich practical experience who, can share their knowledge and skills, bring in more research projects and innovation opportunities.

  据悉,从2013年起,山东对高职院校与本科院校教师专业技术职务实行分类评审,2014年将在中职学校设立正高级教师职务。专业教师招聘要以测试专业技能和执教能力为主,将专业工作经历和职业资格作为基本条件;在专业教师紧缺的情况下,允许教学急需但没有教师资格证的专业人才参加学校招聘,合格的先作为兼职教师使用,待取得教师资格证后再转为正式教师。

 It is reported that from 2013 onwards, a teachers at vocational colleges and undergraduate colleges are to be assessed separately from other teachers. In 2014, senior teaching positions will be set up at secondary vocational schools. When hiring new teachers, professional capability as well as teaching abilities will be tested. Teaching qualifications as well as teaching experience will be the basic requirements. In the case of a serious shortage of teachers, the school is allowed to hire personnel without teaching qualifications as part-time teaching staff until they are fully accredited.

贵州出台意见为现代职业教育发展提供政策支持

Guizhou Government offers policy support for modern vocational education development  

贵州省政府办公厅近日出台《关于支持现代职业教育发展的意见》,从职业院校基础设施建设、强化职业院校现代管理制度和师资队伍建设、完善职业院校招生考试制度、推广职教校企合作办学模式、加强行业指导和就业准入工作、实行与课程相衔接的双证融通制度、加大职业教育发展经费投入等10个方面为现代职业教育发展提供政策支持。

The administrative office of Guizhou provincial government recently issued an opinion piece supporting modern vocational education development. According to the opinion piece, the government should provide policy support for vocational education in ten ways. These include: construction of vocational school infrastructure, establishing a modern management system and teaching faculty, improving the vocational school entrance examination system, promoting corporate-school partnerships, strengthening vocational education guidance and supervision, implementing a curriculum-aligned double certificate system and increasing funding for vocational education.

为促进教师队伍建设,贵州支持企业高级管理人员与院(校)长、技术技能骨干与骨干教师相互兼职、任职。

In order to build a high quality faculty team, Guizhou province has encouraged CEOs or other corporate managers to work as part-time college principals and has also encouraged corporate technicians to work as part-time teachers at colleges.

对中等职业教育学生,贵州实行注册入学不受年龄地域时间限制;实行学分制等灵活学制,允许学生休学并保留学籍或修完学分提前毕业。

For vocational school students, the enrollment is open for all candidates without any limitation on age, origins or time. A more flexible academic credit system is to be adopted in Guizhou which will allow students to drop out temporarily or graduate earlier after completing their credits.

 在职业院校自主招生方面,贵州高等职业院校可根据不同地区生源情况,与各市(州)教育局协商确定录取分数线,自主确定招生计划和招生专业。符合条件的高等职业院校,部分专业可尝试开展本科技术技能人才招生和培养试点,到2015年高职学生“专升本”比例提高至15%。

In relation to enrollment at vocational schools, vocational colleges in Guizhou have the ability to decide upon the admission score themselves by discussing with local municipalities (regional) and Education Departments. They will also be able to determine the enrollment plan for different specialties. Qualified vocational colleges will have the opportunity to pilot the undergraduate program and recruit undergraduate students.  By the year 2015, the proportion of vocational students who are able to be admitted into the undergraduate program will reach 15%.

2013年年底前,该省将制定出台支持校企合作的政策措施,省属大一型骨干企业2014年9月前全部参与职业教育办学。

According to the guideline, by the end of 2013, Guizhou province will implement measures and policies to encourage corporate-school cooperation and all large enterprises in Guizhou Province will be required to be involved in vocational education by September 2014.
