中国成都建设国际职业教育“直通车”

International Vocational Education "through train" is being established in Chengdu, China

日前,澳大利亚西悉尼TAFE学院与成都市工业职业技术学校共建中澳成都TAFE学院,合作培养物流、会计等专业的高端技能型人才。根据国际合作协议,成都市工业职业技术学校物流、会计专业每年招生60人,连续招收3届3年全日制学生,经过1年的英语课程和2年的职业课程学习,可以拿到中方的毕业证书和澳方的专业文凭。符合条件的毕业生可以申请到澳大利亚西悉尼TAFE学院继续学习。

与此同时,成都市教育局与澳大利亚北墨尔本高等技术学院签订合作协议,市教科院与英国爱德思国家职业学历与学术考试机构签订《BTEC(英国商业与技术教育委员会)课程合作协议》。在成都市职业院校就读设计、商业、护理、计算机、工程、酒店、休闲等9大专业类别的学生,经过3年学习且考试合格后,可以获得澳大利亚、英国国家高等教育文凭。

成都市教育局局长吕信伟说,成都是中国“领馆第三城”,美国、德国、法国、韩国等9个国家在成都设立领事馆,为教育尤其是职业教育的国际化奠定了坚实的基础。全市正在构建“国外学分+国际认证”、“国内职业院校+国外大学”的国际职业教育“直通车”。

截至2012年9月,该市与英国汽车工业学会(IMI)共建了汽车维修职业资格培训班,与奥地利经济促进学院共建奥地利——成都国际焊接培训中心,与德国威斯巴登现代职业技术培训中心共建中德成都威斯巴登国际职业教育培训中心,以及新加坡学生海外研习中心等一批国际职业教育合作载体与平台。

Western Sydney Institute of TAFE and Chengdu Industrial Vocational Technical College are jointly establishing the Sino-Australian TAFE College in Chengdu. The college will cultivate high-end talents in logistics, accounting and other professional areas. According to the cooperation agreement, Chengdu Industrial Vocational Technical College will recruit 60 students majoring in logistics and accounting each year. The college will recruit full-time students for three consecutive years. The students can earn graduation certificate granted by local school and the diploma granted by the Australian TAFE after finishing three years of full time study, with English classes being taught in the first year and professional classes being taught in the remaining two years. Those qualified students will then be able to apply to continue their studies in the Western Sydney Institute of TAFE NSW.

Meanwhile, Chengdu Education Bureau and Northern Melbourne Institute of TAFE (NMIT) have signed a partnership agreement. The Chengdu Research Institute of Education has also signed an agreement with Edexcel to collaborate on BTEC (United Kingdom Business and Technology Education Council) courses.  Through the partnership program, students graduating from the Chengdu Vocational School and majoring in business, nursing, computing, engineering, hospitality and leisure can be awarded diplomas issued by Australian or English colleges.

According to Mr. Lv Xinwei, the director of Chengdu Education Bureau, Chengdu has a good source of consulates with nine countries setting up consulates in Chengdu, including the United States, Germany, France and South Korea.  The consulates have built a good foundation for international development of vocational education. The Chengdu municipal government is building a "through train" which connects oversea credits with International Certification, national vocational colleges and overseas colleges.

As of September 2012, The Chengdu municipal government has built an international platform for vocational education collaboration, including the vehicle maintenance vocational qualification training courses co-developed with the British Institute of the Motor Industry (IMI), the International Welding Training Center co-established with Austria WIFI , the Sino-German  Wiesbaden International vocational education training center co-established with Wiesbaden International vocational education training center, and the overseas learning center for Singapore students.

新疆决定建立职业教育专家库推进教育改革创新

Xinjiang to establish a vocational education specialist database to promote educational reform and innovation

为促进职业教育科学发展,构建中等和高等职业教育协调发展的现代职业教育体系,深入推进职业教育改革创新,全面提升职业院校的整体办学水平和技能型人才培养质量,新疆维吾尔自治区决定建立自治区职业教育专家库。据悉,自治区职业教育专家库专家的工作职能,是在自治区教育厅指导下,参与自治区职业教育重大决策咨询、项目评审、项目设计等活动;参与起草制定自治区级职业教育重要制度建设;参与自治区教育厅制定社会职业人才需求信息、预测人才需求变化趋势;参与开发和编制职业院校相关专业的人才培养标准、培养方案;参与自治区教育厅组织的其他活动。参与对自治区职业教育领域的综合与专项重点工作的调查研究,开展服务职教中心工作的各项科研工作。

Xinjiang Uygur Autonomous Region will establish a vocational education specialist database in the region to promote the scientific development of vocational education and deepen the reform and innovation of vocational education. It is reported that the main functions of the regional vocational education expert database are to facilitate program consulting, project assessment, project design, and other activities in relation to vocational education. The database will also support the development of vocational education systems, personnel market analysis initiated by the Education Bureau, personnel training standards and training plans, and research into vocational education in the autonomous region.

湖南与中国有色金属工业协会共建湖南有色职院

Hunan Provincial Government and China Nonferrous Metals Industry Association to support Hunan Nonferrous Metals Vocational and Technical College’s development

近日,湖南省人民政府与中国有色金属工业协会签署协议,共建湖南有色金属职业技术学院。湖南省人民政府将在加大经费投入、扩大办学规模、优化办学条件、提高办学质量等方面,给学校以充分支持;而协会将支持学校建设“中国有色金属工业高技能人才培养基地”,组建湖南有色金属职业教育集团,支持学校争取国家政策和项目等。

Recently, Hunan Provincial People's Government and China Nonferrous Metals Industry Association signed an agreement to support the development of the Hunan Nonferrous Metals Vocational and Technical College. The government will invest more in the college, help it to expand its size, optimize its conditions and improve its teaching quality. The association will support the college to set up a "Highly skilled personnel training base of China Nonferrous Metals Industry", to establish a Hunan Nonferrous Metals Vocational Education Group, and to pursue more beneficial national policies and projects.

宁波:中职学校为普高学生开设职业技术选修课

Ningbo: Vocational School has opened Vocational and Technical Electives for Regular High School

近日,宁波市职教中心学校为当地普高学生开设选修课。据悉,浙江省深化普通高中课程改革将于今年秋季全面实施。在新的课程方案中,普高学生的必修课比例将下降,而选修课比例将上升,学生们的自主选择权也将进一步扩大。按照浙江省教育厅的统一部署,宁波市职教中心学校作为全省30所普通高中多样化发展选修课程建设改革试点学校之一,积极利用场地、设施、师资等资源,尝试开设适合普通高中学生的职业技能类选修课。

Recently, the Ningbo Vocational Education Center School made available some electives for students of local regular high schools. It is reported that deeper curriculum reform of regular high schools will be put into practice in Zhejiang Province this fall. In the new curriculum, the number of required courses will decline, while the percentage of electives will rise, and the students’ right to select courses on their own will be further extended.

According to the plan of the Zhejiang Province Education Department, the Ningbo Vocational Education Center School, one of 30 pilot schools for the province's Diversified Electives Reform, will use its venues, facilities and teacher resources to make available suitable vocational and technical electives for regular high schools.

上海发布中等职业学校学生发展报告

Development Report of Vocational School Students released in Shanghai

据悉,上海每天都上网的中职生比例高达51.99%,但利用网络查资料、做功课仅为排名第四的网络应用,列前三位的依次为聊天、交友,看电子书、电影、视频,网络游戏。这是近日发布的上海市中等职业学校学生发展报告显示的调查结果。

据介绍,上海学校德育决策咨询课题“2010-2011年上海市中等职业学校学生发展报告”历时两年完成,由上海市教委委托上海教育报刊总社《上海教育》杂志社具体承担。该课题调查了上海73所中等职业学校33858名学生,覆盖中职所有年级,是上海各类学生发展调研中规模最大的一次,也是首次以中职学生为对象进行的发展状况研究,填补了上海乃至全中国这一领域研究的空白。

调查显示,中职生的整体价值取向是积极向上的,作为“90后”的中职生自主意识强,果断,敢做敢为,有自己的想法,在个人取得成功的主要途径方面,排在前三位的分别是自我奋斗、过硬的技能、丰富的知识,看重专业技能的比例达到71.4%。

调查同时显示,中职生对所在学校及其就读专业的认知度和认同度不高,缺乏具体的职业生涯规划,只有五分之一的学生是因为符合自己的兴趣特长就读中职的。中职生理想呈现个性化特点,经济收入、福利待遇、上升空间成为他们择业首先考虑的因素。中职生因中考失利导致自卑受挫,经常觉得自己被忽视的占到70.07%,有强烈的被社会认同的需求。

According to a recently released development report on Shanghai vocational school students, 51.99% of vocational students in Shanghai surf the Internet every day, and the most popular activities on the Internet are online chats, online novels & videos, and online games. Using the Internet to find information for homework rated 4th.

The 2010-2011 Development Report of Shanghai Vocational School Students was commissioned by Shanghai Municipal Education Commission. It took two years to complete and was compiled by Shanghai Education, a magazine published by Shanghai Education Press. It surveyed 33,858 students from all grades in 73 vocational schools in Shanghai, was the largest one of its kind in Shanghai, and was the first developmental research on vocational students. The research filled blanks in the field for Shanghai and even for the whole of China.

The survey showed that the overall value orientation of vocational students is positive. As “a generation born after 1990”, the students had strong self-awareness, and were decisive and brave with their own ideas. Top 3 answers for the question, “What are the main ways to obtain personal success?” were self-struggle, excellent skills and a wealth of knowledge. The survey rated “professional skills” at 71.4%.

The survey also revealed that only 20% of the students attended vocational schools because the school was in line with their own interests and specialties. The students did not have complete recognition and acceptance of their school and major studies, and were lacking in career planning skills. Their ideals were diversified; income, benefits and promotion were main points taken into consideration when they chose jobs. Due to their failure in the High School Entrance Exam, they had low self-esteem and often felt that they were neglected (70.07%). Consequently they had a strong demand for social recognition.

"职业技术教育援外培训基地"落户宁波职技学院

"Vocational and Technical Education Foreign Aid Training Base” located in Ningbo Vocational and Technical College

商务部“中国职业技术教育援外培训基地”落户宁波职业技术学院. 宁波职业技术学院党委书记、执行院长苏志刚教授表示,学院将按照职业教育“走出去”战略,为海外企业搭建桥梁、培养人才,推动中国职业教育创出自己特有的模式.“发展中国家管理官员研修班”是胡锦涛总书记于2005年11月在联合国大会上承诺的三年内向发展中国家培养、培训三万名各类人才的具体落实,是我国政府向发展中国家实施的援助计划的一部分。在中央的直接决策和部署下,我国援外培训规模不断扩大,领域不断拓展,内容不断丰富。

据悉,这是商务部在国内授予的第四个援外培训基地。

A "Vocational and Technical Education Foreign Aid Training Base”, approved by the Ministry of Commerce of China, will be located in the Ningbo Vocational and Technical College. The college’s party secretary and executive headmaster, Professor Su Zhigang said the college will build a bridge and train professionals for overseas enterprises, and develop a unique Chinese vocational education style in accordance with the "Going Out "strategy.

A Management Seminar for Officials from Developing Countries was part of China President Mr. Hu Jintao’s promise in the United Nations General Assembly, November 2005, when he announced China will offer training to 30,000 various professionals from developing countries within three years. The promise was part of a foreign aid commitment from the Chinese government to developing countries. The scale and scope of China's foreign aid training is expanding and its content is being constantly enriched.

It was reported that this was the 4th foreign aid training center approved by the Ministry of Commerce.
