2020年中国将基本消除新生劳动力无技能

2020  - all newly-hired workforces will have skills

联合国教科文组织技术教育与培训大会于2012年5月14日至16日在上海召开。澳大利亚技术与继续教育学院院长委员会首席执行官Martin Riordan先生应邀出席。澳大利亚职业教育研究中心的执行董事Tom Karmel博士和来自澳大利亚工商总会的Jenny Lambert在大会上发表演讲.

中国《国家职业教育发展报告》提出了中国职业教育体系建设“三步走”的战略计划,即2011—2012年重点推进中、高职的统筹与衔接,2015年初步形成现代职业教育体系框架,2020年建成较为完善的适应需求、有机衔接、多元立交、有中国特色、世界水准的现代职业教育体系。职业教育将致力于培养数量充足、结构合理的高端技能型和应用型人才。 到2015年和2020年技能型人才占劳动力总数的比例分别达到50%和70%,基本消除新生劳动力无技能就业现象。

The UNESCO TVET Congress on Technical and Vocational Education and Training was hosted in Shanghai (14-16 May, 2012). The CEO of TAFE Directors Australia, Martin Riordan, was invited to take part in the Australian delegation and presentations were made by Dr Tom Karmel, Managing Director of NCVER research, and Jenny Lambert, of the Australian Chamber of Commerce and Industry. 

For China, a National Vocational Education Development Report was released. The report presents a ‘three-step’ strategic plan for China’s vocational education system:

  1. Between 2011-2012, to promote the overall planning and linkage of  secondary and tertiary vocational education;
  2. By 2015, to build the basic framework of a modern vocational education system;
  3. By 2020, to establish a world-class, modern vocational education system which meets market demand and diverse social needs.

Vocational education is set to train a large number of high-end personnel with practical skills and knowledge. The percentage of skilled personnel to the total workforce will reach 50% by 2015 and 70% by 2020. By 2020, all newly hired personnel will have skills required by their workplace.

中国已经建立起世界上最大规模的职业教育体系

China has established the world's largest vocational education system

由联合国教科文组织国际职业技术教育培训中心主办、中国教育部邀请的第三届职业与技术教育国际大会于5月14至16日在上海举办。最终的会谈成果文件暨上海宣言已被联合国教科文组织发表。其中最主要的一个成果是160个参与国达成共识:技术与职业技术教育应当在国内及国际层面的教育政策上扮演更重要的角色。

从大会获悉,中国已经建立了世界上最大规模的职业教育体系,从1978年到2011年的30多年间,职业教育已经累计为国家输送了2亿多高素质劳动者和技能型人才。

截止2011年, 中、高等职业学校在校生总数近3000万。中国仅依托学校和教育机构开展的各类职业培训达6000多万人次。 已组建500多个职业教育集团,有5600多家企业参与,涉及43个行业,覆盖30%的中等职业学校和80%的高等职业学校。

职业院校毕业生成为产业大军的中坚力量,中职教育就业率稳定在95%以上,高职教育就业率达84%。

The UNESCO TVET Congress was the 3rd International Conference on Vocational and Technical Education held by UNESCO UNEVOC, and at the invitation of the China Ministry of Education, was held in Shanghai on May 14-16. The Final Outcome document, called the Shanghai Consensus, has now been released by UNESCO. A key outcome was agreement by the 160 nations attending, that skills and TVET were required to take a higher role in education policy at domestic and international levels.

It was reported that China has established the world's largest vocational education system. Over the past 30 years (1978 – 2011), vocational education has trained over 200 million highly qualified workers and skilled personnel.

By 2011, the total number of students studying at secondary and tertiary vocational schools had reached nearly 30 million. Vocational training conducted at schools and educational institutions have trained more than 60 million people. Over 500 vocational education alliances have been set up, engaging more than 5600 enterprises in 43 industries, covering 30% of secondary vocational schools and 80 % of tertiary vocational schools.

Graduates of vocational schools have become the pivotal workforce for all industries. The employment rate for secondary vocational students remained stable at over 95%, and the employment rate for tertiary school graduates reached up to 84%.

中国将探索“9+3”免费培养模式 

China exploring the ‘9 +3’ free training model

全国政协副主席、中华职业教育社理事长张榕明日前表示,今年国家财政性教育投入将比去年增加5800余亿元,优先保障职业教育。我国也将探索九年义务教育加三年职业教育的“9+3”免费培养模式;开展劳动力技能培训,让贫困地区青少年更好地接受职业技能教育;完善国家资助政策,逐步将中职教育免学费政策覆盖到所有农村学生。

Madam Zhang Rongming, Vice Chairman of the China National Political Consultative Conference and Chair of the National Association of Vocational Education of China recently pointed out that the Central Government’s financial spending on education this year will be increased by 580 billion in comparison with last year. Vocational education is supported as priority. China will explore the nine-year compulsory education plus three years of vocational education (‘9+3’) free training model, strengthen workforce skills training and provide better vocational education to young people in poor areas.  China will improve the government sponsorship policy, gradually extending the free secondary vocational education policy to all rural students.

山东将推"学分银行"实现本科与高职院校互认学分

Shandong Province will establish ‘Credit Bank’ to articulate credits earned from tertiary vocational colleges for exemption in university undergraduate programs

日前,山东省教育厅厅长齐涛表示,可以通过“学分银行”来实现本科院校认可高职院校学分,高职院校认可中职学校的学分,实现学分互认,并由此打通职业教育和普通教育的界限。学生在职业院校可以间断性地修习学分,此前获得的学分仍然被承认,甚至在工作岗位上的实践也可以换算成学分。通过学分制改革,可以实现每个人间断性、终身性地接受职业教育的目的。

Mr QI Tao, Director of the Shandong Provincial Education Department recently said that university undergraduate programs should recognize the credits earned from tertiary vocational colleges, and that tertiary vocational colleges should also recognize credits of secondary vocational schools. Through mutual recognition of credits, a ‘credits bank’ can break the boundaries between vocational education and higher education. Students can earn credits through studying at vocational schools and doing internships in enterprises. These credits can be accumulated if students continue their study.  The credit system shall give students the chance to have lifelong vocational study.

安庆职技学院科研团队成功研制出PM2.5净化器

Research team in Anqing Vocational & Technical College succeeded in developing PM2.5 purifier

近日,安庆职业技术学院的科研团队成功研制出PM2.5净化器,引起社会广泛关注,当地一家主营环保设备研发生产的公司已与该院达成合作意向,准备联合研发应用于工业废气物净化的大型设备。PM2.5净化器,利用大风量、大压力的引风结构,使烟气与吸收液产生百分之百的接触、碰撞,从而达到高效净化的目的,对正常大气环境及模拟烟雾环境的净化率达99%以上。

该学院一直高度重视教科研工作,积极支持师生开展教科研创新,目前已承担省级以上教科研项目30余项,获国家实用型专利4项。

Recently, a research team in Anqing Vocational & Technical College successfully developed the PM2.5 purifier.  A local environmental equipment manufacturing company reached an agreement with the institute on joint research and development of industrial emissions purification equipment. The PM2.5 purifier functions through the collision between gas and absorption fluid which is enabled by the huge capacity and pressure of incoming wind. The purification rate in a normal atmospheric environment and in a simulated smoky environment is up to 99% or more.

The Institute has been attaching great importance to research work and actively supporting the teachers and students’ innovative research. The Institute has completed over 30 research projects at the provincial level and has won 4 national patents.
