‘China Vocational Education Training Base for Foreign Aid’ established in Ningbo Polytechnic
On June 8th, the Ministry of Commerce of P R China set up‘China Vocational Education Training Base for Foreign Aid’ in Ningbo Polytechnic. It is the fourth foreign aid training base in China which is endorsed by the Ministry of Commerce. The first three bases are: ‘China Hybrid Rice Technology Foreign Aid Training Base’ set up by Yuan Longping High-tech Agriculture Co., Ltd., ‘China Elementary Education Foreign Aid Training Base’set up by Zhejiang Normal University, and‘China Dry Land Farming Technology Foreign Aid Training Base’ at the Yangling Agricultural Industry High-tech Demonstration Zone.
The China Vocational Education Training Base for Foreign Aid is committed to the capacity building of leaders from the vocational education supervisory institutions and colleges in developing countries. The training base is conducting research on Chinese enterprises overseas investment with the assistance of Ningbo Foreign Trade and Economic Cooperation Bureau, to gradually provide more targeted training for Chinese enterprises going overseas.
In addition, the foreign aid training program for developing countries will enhance the international impact of the college through more exchanges and cooperation programs, e.g. sending selected teachers abroad for training, jointly developing curriculum, the introduction of foreign experts, short term mobility programs etc.
Fuzhou Polytechnic becomes the first ‘demonstration tertiary vocational college’ in Fujian Province
Recently, Fujian Provincial Education Department, Fujian Provincial Development and Reform Commission, and Fujian Provincial Finance Department jointly issued a document endorsing Fuzhou Polytechnic as the first ‘demonstration tertiary vocational college’ in Fujian Province.
Fuzhou Polytechnic has made great achievements since its inception. The most prominent one is the establishment of four working committees supporting the partnerships among government, school and enterprise in Fuzhou, covering four sectors - travel services sector, electronic and machinery sector, animation & game sector, and commerce and trade sector. In addition, Fuzhou Polytechnic has successfully set up several demonstration specialties such as advertising and design, tourism management, marketing, etc., while strengthening the capacity of other engineering specialties like CNC technology, computer science and network, urban rail transit vehicles, etc, - wining a number of teaching quality awards at national and provincial level. The College attaches great importance to setting up the practical training base, and it has established five practical training centers: Mechanical and Electronic Engineering Training Center, Computer Network Training Center, Cultural Creativity Training Center, Trade and Logistics Training Center, and Tourism Comprehensive Training Center. Besides, the college has set up two production related training bases in partnership with two Chinese enterprises - Jinke and Anbo.
Moreover, the college has set up a disability education program targeting the hearing impaired. Being the first college offering special education for disabilities in Fujian province, the program is well-recognized by Fujian Provincial Government as a community contribution project.

The secondary vocational education enrollment in 2012 to reach 8 million
On 11th June, 2012, the State Council Information Office in China released ‘National Action Plan of Human Rights (2012-2015)’ (hereinafter referred to as ‘Action Plan’). According to the Action Plan, during the period of 2012-2015, China will vigorously develop vocational education, supporting the construction of specialties which can meet industrial development needs and building the teachers cohort with strong theoretical knowledge and solid practical experiences, progressively realizing free secondary vocational education.
On 12th June, 2012, the Ministry of Education of P R China announced the secondary vocational education enrollment plan for 2012, the enrollment for secondary vocational schools will be roughly the same size as enrollment of high schools in the next couple of years. The enrolment for secondary vocational schools will be kept at a reasonable level. The size of the secondary vocational education enrollment is to reach 8 million by the end of 2012.
Chinese National Vocational College Skills Competition Starting this June
与去年相比， 本次大赛的主办单位由16个增加到23个， 赛项数目由55个增加到96个， 参赛选手由5038人增加到近万人， 参赛队伍将达4000支。
大赛共设18个专业大类96个比赛项目。 行业企业专家全面参与比赛的设计、命题和裁判工作。 资源环境、石油化工、国际贸易、物联网等行业首次设赛。 一、二、三产涉及项目的比例为10∶45∶42, 与中国国民生产总值中三类产业的比例大体相当。 将有40个国别的代表观摩比赛, 是历史上开放程度最高的一次大赛。
The 2012 Chinese National Vocational College Skills Competition is now being held concurrently this June in 10 provinces, that is, Hebei, Shanxi, Jilin, Jiangsu, Zhejiang, Anhui, Shandong, Henan, Guangdong, Guizhou, with Tianjin being the main competition area.
Compared with last year, the number of institutional organizers for the competition increased from 16 to 23, the competition categories increased from 55 to 96; participants increased to nearly ten thousand from 5,038 last year, the competing teams reached 4,000.
The competition includes 18 competing categories and 96 competition events. Industry and business experts have been widely employed in the design, topic assignment and being judges of the competition. Sectors like resources and environment, petrochemicals, international trade, and Internet of Things are part of this competition for the first time. The competition events spread over the first, second and third industry, with the program ratio of 10:45:42, almost the same as the proportion of three industries in China's GDP. The competition, attracting representatives from 40 countries, is the most open event in history.
Jiangsu Province to Start Modern Vocational Education System Construction
In recent years, many vocational schools are facing student shortage problem with an approximately 10% decrease in students enrollment each year, while the demand for high skilled workers continues to increase substantially. In this context, Jiangsu Province is exploring the possibility of convergence of secondary vocational, tertiary vocational and undergraduate education – the pilot project of constructing a modern vocational education system is initiated.
The pilot project includes the following strategies:
- Secondary and tertiary vocational education combination ‘3+2 or 3+3’;
- Secondary vocational education and undergraduate education combination ‘3+4’;
- Tertiary vocational education and undergraduate education combination 3+2 or 5+2.
The secondary vocational, tertiary vocational and undergraduate college involved in the pilot need to jointly build a systematic teaching system, connecting the theoretical curriculum with skill training courses.
Additionally, the tertiary vocational college will partner with the undergraduate college in enrollment and teaching, to jointly cultivate high skilled technical talents with 4 years undergraduate studies.
Wuxi Institute of Technology and Jiangsu University Will Jointly Set up Tertiary Vocational Majors as Bachelor Degrees
It was recently announced that Jiangsu University and Wuxi Institute of Technology will jointly set up new majors for undergraduate education, including Things project (Internet of Things technology), Mechanical Design and Manufacturing, Automation (CNC technology). Among the new established majors, CNC technology application being taught by Wuxi Institute of Technology is considered as one of the first specialties set up at tertiary vocational colleges in China. Graduates majoring in CNC technology have been in short supply. Besides, the Internet of Things technology, a new major which is set up on the basis of computer application technology, is strongly supported by Wuxi Municipal Government. Wuxi Institute of Technology and Jiangsu University have jointly formulated the teaching plans and curriculum with the aim of training high-end technical professionals. This July, the joint program will start its first enrollment with a target of recruiting 120 students. The enrolled students will complete their 4 years study at Wuxi Institute of Technology, while the teaching quality supervision, graduation qualification review and degree conferral will be handled by Jiangsu University.
