陕西整合中职教育资源 优化职业教育专业结构       

Shaanxi Integrates Secondary Vocational Education resources and optimizes the specialty structure of Vocational Education

近日从陕西省教育厅获悉,陕西将加快省属中等职业学校资源整合,用2年至3年时间,使学校数量由现在的300余所减少到150所左右,每个县(区)通过整合,保留一所中等职业学校, 省级以上示范性中等职业学校重点建设3至5个专业,支持规划建设的县级职业教育中心重点建设2至3个专业。并逐步使成人中等职业学校退出全日制中等职业学历教育. 此外,陕西还将组织开展中等职业学校达标验收,2年内不达标者,停止或撤销中等职业学历教育办学资质。从2014年起,省、市原则上不再新审批设立民办中等职业学校。

Shaanxi Education Department recently announced that Shaanxi would speed up the integration of resources at province-run secondary vocational schools. Specifically, in the next 2-3 years, the number of secondary vocational schools will decrease by half (to around 150). Through mergers and acquisitions, only one secondary vocational school will remain in each county (district) with limited specialty subjects. Secondary vocational schools for adults will gradually be phased out of the vocational education system. In addition, the Shaanxi government will conduct qualifications inspection of secondary vocational schools. Those schools which can not meet relevant requirements or standards within 2 years will be disqualified from operating as secondary vocational schools. From 2014 onwards, no new private secondary vocational school will be approved in Shaanxi Province.

全国高职院校服务产业发展能力明显有提升趋势      

Higher Vocational Colleges more capable of meeting industry demands               

日前从全国高职高专校长联席会议上获悉,由中央财政支持建设的高等职业学校提升专业服务产业发展能力的项目全部完成验收。其中,中央投入40亿元,带动地方政府、行业企业投入和学校自筹资金34.28亿元。

The joint conference of school principals reported that a project designed to help vocational colleges improve their capability of meeting industry demands, financed by the central government, has successfully passed its evaluation. The central government has invested RMB 4 billion into this project, which has led to a total of RMB 3.428 billion co-funding by local governments, businesses and vocational colleges.  

教育部有关负责人介绍说,为促进校企深度融合,2011年教育部、财政部决定对高职围绕现代农业、制造业发展重点方向、战略性新兴产业、生产和生活性服务业等重点领域开设的优势专业进行支持建设,共覆盖全国37个省级单位、977所高职院校的1816个专业点,惠及全日制在校学生近90万人。

 Officials from Ministry of Education explained that in order to strengthen linkages between colleges and industry the Ministry of Education and Ministry of Finance had supported the construction of important specialties in key areas such as modern agriculture, manufacturing, strategic emerging industries and service industries in 2011. This policy covered 1816 specialties at 977 higher vocational colleges in 37 provinces, and benefited nearly 900,000 full time vocational college students.

根据北京师范大学教育信息技术协同创新中心的第三方项目绩效报告显示,与2011年相比,2013年项目建设专业的新生报到率由87.9%提高到90.1%,双证书获取率从80.7%提高到89.7%,毕业生初次就业率从83.86提高到91.58%。

As shown by the project performance evaluation report, conducted by Beijing Normal University Education Information Technology Innovation Center, many of the performance indicators are improving compared with indicators in 2011. For example, the new students’ registration rate for new specialties in 2013 increased from 87.9% to 90.1%, the rate of completion of dual certificates has increased from 80.7% to 89.7% and the graduate employment rate has increased from 83.86% to 91.58%.

另一组统计数据也表明了高职院校服务社会能力增强的趋势,2013年双师型教师比例达到72.89%,专业实践教学课时占总学时比例的52.8%,校企合作订单培养学生比例为29.54%,专业教师社会服务总收入11.7亿元。

Another dataset also confirms that higher vocational colleges have improved their ability to meet industry demands.  In 2013, the ratio of teachers with both vocational and academic certificates reached 72.89%; practical training hours has accounted for 52.8% of all teaching hours; 29.54% of students are enrolling in customized courses and the total income from specialized teachers' social service has reached RMB 1.17 billion.

湖北:公办高职院校生均拨款标准将达到5000

Hubei Provincial Government’s funding for Public Vocational Colleges to be increased to RMB 5, 000 per student

从2013年12月27日举行的湖北省高等教育工作会议上获悉,湖北省政府已决定从明年开始建立高职院校生均拨款制度,省属公办高职院校生均拨款标准提高到5000元,以后逐年提高,争取到2017年达到8000元。

Following the Working Conference for Higher Education held on December 27th, 2013 the Hubei Provincial government has decided to establish a funding system for higher vocational colleges in Hubei, with the average funding for each student at public higher vocational colleges increasing to 5, 000 yuan, which will be gradually raised year by year to 8,000 yuan by 2017.

  与义务教育和地方普通本科院校已有的经费保障制度相比,高职院校在整个教育系统中始终处于短板阶段,生均拨款一直没有明确说法。教育投入不足已经成为制约湖北高职院校持续健康发展的瓶颈。 尽管与本科院校年生均经费1.2万元的标准相比还有不小的差距,但将高职院校的生均经费拨款正式纳入政府财政预算的盘子里,就意味着已经有了制度化的保证。

Compared with the existing funding systems for compulsory education and universities, higher vocational colleges have always been neglected in Hubei Province, with no policies in place to regulate the funding arrangements of these schools. Inadequate funding has become the bottle neck, restricting the sustainable development of higher vocational education in Hubei Province.

Although there is still a large gap between funding for higher vocational colleges versus universities, who receive an average of 12,000 yuan per student per year, the vocational colleges funding plan has now been formally incorporated into the government’s budget, and will be very important in reducing this gap.

河南:2014年将试点高等职业院校单独招生改革

Henan will pilot independent recruitment by Higher Vocational Colleges

近日河南省教育厅发出通知,2014年该省将在符合条件的高等职业院校开展单独招生改革试点,凡参加高职院校单独招生并被录取的考生无需再参加高考。

Recently, a notification has been issued by Henan Province’s Education Department that independent student recruitment will be trialed in higher vocational colleges which meet relevant requirements.

河南省试点单招的高职院校包括:国家示范性高等职业院校(含骨干校)、省级示范性高等职业院校(含骨干校)和部分招生管理规范且具有办学特色的高职院校。招生专业应为学校的优势专业、骨干专业,原则上控制在学校年度招生规模的30%以内。招生对象为已参加2014年河南省普通高等学校招生统一考试报名的考生。被高职院校单招改革试点院校录取的考生,享受与普通高考录取的新生相同待遇。考生被录取后,不再参加普通高等学校招生全国统一考试、对口升学考试,也不能被其他高校录取。

 Those higher vocational colleges qualified for piloting independent recruitment in Henan Province include the national demonstration higher vocational colleges, provincial demonstration higher vocational colleges as well as some higher vocational colleges with independent teaching methodologies. Enrollment is for disciplines with special advantages; the number of enrolments should be within 30% of the colleges' annual enrollments. The recruitment targets are those students who have attended the college/ universities entrance exams but failed. Students who are enrolled by the piloted vocational colleges will be treated like college students.  After being enrolled by the vocational college, they don’t need to take part in any college entrance exam again, nor can they be enrolled by other colleges or universities.

据了解,单招考核由文化科目考试和职业技能考核两部分组成。高中学生学业水平考试成绩和综合素质评价可作为试点院校招生录取时的重要依据。

It is believed that independent recruitment exams will consists of two parts, namely, an academic part and a vocational skills part. Academic test results and a comprehensive quality assessment at high school could be used as an important reference for students’ recruitment at these piloting schools.

国家中职教育改革发展示范校毕业生就业率超98      

The employment rate of Graduates from Reform Pilot Secondary Vocational Schools reaches over 98%

从2013年12月23日在上海召开的国家中等职业教育改革发展示范学校建设现场交流会上获悉,首批国家中职示范学校目前共有在校生160多万人,在就业形势异常严峻的当下,示范学校毕业生的就业率却达到98.06%。

On December 23rd, 2013, a workshop on reform & development of national secondary vocational education, held in Shanghai, learnt that more than 1. 6 million students are attending the first piloting secondary vocational schools. The employment rate of students from these piloting schools has been up to 98.06%, despite the employment market being not very optimistic.

据了解,国家中等职业教育改革发展示范学校建设计划启动至今,已完成全部1000个项目学校的布点,首批276所项目学校共重点建设了1103个专业点、430个特色项目,形成了近1200个典型案例,优质资源布点覆盖全国近半数地市。

Since the launch of the secondary vocational education reform initiative, the reform has been implemented at 1, 000 schools. For the first group of pilot schools, 1103 specialty courses at 276 pilot colleges have been reformed. 430 projects have been implemented and nearly half of the municipal cities nationwide have been covered to date.

在当天的会议上,国家中等职业教育改革发展示范学校建设计划成果展示交流平台开通。第一批项目成果将在该平台上向公众长期开放,并实现动态更新。

During the “meeting of the day”, the major achievements from this initiative will be exhibited through the exhibition platform for national secondary vocational education reform.  Achievements for the first reform projects will be open to the public through this platform.

中华职教社组织专家开展中职教育招生专项调研

The National Association of Vocational Education convene top experts for a study on secondary vocational school recruitment

2013年12月15日至21日,中华职教社组织专家分东中西三路对全国中等职业教育招生情况进行实地调研。  此次调研地区包括上海、浙江、河北、河南、贵州、重庆等6省市。调研主要内容有:当地中等职业教育招生的基本情况、采取的主要措施、取得的主要经验、面临的主要问题,当地民办中等职业学校招生及生存发展情况,对提高当地中等职业教育招生工作质量的主要建议等。调研初步结果显示,受到我国学龄人口逐年减少、职业教育吸引力仍然不足等因素影响,职业教育的招生面临许多挑战,社会急需大量技能型人才和职业学校招生难的局面同时存在各地中等职业学校普遍存在招生难的状况,买卖生源现象在一些地区较为普遍。

 From December 15 to 21, 2013, the National Association of Vocational Education convened key experts for a field study on the recruitment situation at secondary schools in eastern, central and western parts of China. This study covered six provinces and municipalities, including Shanghai, Zhejiang, Hebei, Henan, Guizhou, and Chongqing. The study covered areas such as: the general enrollment situation at local secondary vocational schools; key learning and experiences; key challenges and problems; enrollment and development trends at local private secondary vocational schools; and recommendations for improving enrollment quality at local secondary vocational schools.

The preliminary results from this study have shown that vocational education is not a very attractive option to students, despite an increase in the demand for skilled graduates by businesses. This presents a big challenge for vocational schools in regards to recruitment.  This challenge is exacerbated by China's decreasing school age population.

南京高职技术学校启动中职与本科分段培养项目

Nanjing Vocational Technical Schools to start top-up degree programs

江苏省现代职业教育体系建设试点项目今年又增新成员,启动“3+4”中职与本科分段培养项目,初中毕业生进入该项目学习3年,成绩合格并通过转段综合考试,就能就读普通二本院校。该项目的培养计划是7年,前3年的中职课程内容与后续本科段学习内容无缝对接。该项目的学生既要学习文化理论,又要学习专业课程,学期末还将接受为期一到两周的专业技能实训. 学生毕业后将获得全日制普通高校本科学历,符合要求的还将获得学士学位。

A new project has been developed in Jiangsu Province as part of its initiative to modernize the vocational education system this year. The Province is planning to introduce a new "3 +4" top-up degree program. The Top-Up Program has two sessions, 3 years secondary vocational school sessions and 4 years campus sessions at Universities or colleges.  It has been designed to help junior school students who wish to enter higher education after school. Students who have chosen this program have to study both general theory-based courses and specialized courses.  They also have to receive one to two weeks full time skills training at the end of each semester. Students choosing this program will be potentially granted undergraduate degrees and possibly bachelor degrees.

广西推进贯通中高职五年制一体化办学改革试点      

Guangxi is piloting a five-year top-up program at vocational schools

近日从广西壮族自治区教育厅获悉,从2013年秋季学期起,广西在横县等8个县市与南宁职业技术学院等9所高职院校联合开展改革试点工作,推进县级职业学校办学改革。 

Guangxi Autonomous Region Education Bureau is piloting innovation and reform at 9 vocational and technical colleges in 8 counties, e.g. Nanning Vocational and Technical College and colleges in HengXian and other major counties.

此次改革的重头戏是推进中高职贯通办学试点,主要形式有两种:一是采用“2+3”学年制或“3+2”学年制贯通中高职办学,即前2学年(或3学年)教育的办学主体为中等职业技术学校,后3学年(或2学年)的办学主体为高等职业院校,实施五年制一体化教学方案,以实现中高职教育的有机衔接。学生在中职阶段学习成绩合格后可申请升入对应的高职院校继续学习,学习成绩合格者,由高职院校颁发高职教育学历文凭。

 The major focus of this reform is to pilot top-up programs at secondary and higher vocational schools. There are two different study models for this pilot program: the first is a "2 +3" academic year study, while the second is a "3 +2" academic year study. Specifically, if the first two academic years (or three academic years) is spent on study at secondary vocational schools, the remaining three academic years (or two academic years) study will be completed at higher vocational schools. In total, there are five years of study involved for either model.  Students who are academically eligible at secondary schools can apply for continuous study at corresponding higher vocational colleges. Diplomas will be granted by the Higher Vocational Colleges following the course of study.

改革的另一项内容是,实施中等学历职业教育学制改革试点。中等学历职业教育学制由“2+1”学制调整为“2.5+0.5”学制,即由前两年在校学习、后一年到企业顶岗实习,调整为前两年半在校学习、后半年到企业顶岗实习。 

 Another focus of the reform is the schooling system at secondary vocational schools. The schooling system will be changed from a "2 +1" model to a "2.5 +0.5” model. Before the reform, the first two years were spent on study at school, and the remaining year was spent doing an industry-based internship. Following  the reform, the first two and half years will be dedicated to school study, and only half a year will be allocated for the internship

发展中国家职业教育国际学术研讨会在宁波召开     

International Conference on vocational education in developing countries, held in Ningbo

由发展中国家职业教育研究院主办的发展中国家职业教育国际学术研讨会,日前在浙江宁波召开。 International Conference on Vocational Education in Developing Countries was held in Ningbo.  The conference was organized by the Institute of Vocational Education in Developing Countries

研讨会以“相互借鉴、共同发展”为主题。教育部职业技术教育中心研究所、中国职业技术教育学会、浙江省教科院等研究机构和学术团体的专家,以及来自20多个亚非拉国家的近40名职业教育工作者参加了会议。与会嘉宾对发展中国家职业教育的现状和未来发展趋势进行了研讨。The conference set "learning from each other for common development" as its theme. Nearly 40 vocational teaching professionals from more than 20 countries in Asia, Africa and Latin America attended the meeting. Experts from the Institute of Vocational and Technical Education Center under the Ministry of Education, the China Institute of Vocational and Technical Education, and Zhejiang Research Institute of Education Science also joined the meeting. Key topics for discussion during the conference were the current status and future trends of vocational education in developing countries.  

2013年4月,教育部职业技术教育中心研究所、宁波市教育局和宁波职业技术学院三方签署协议,共同成立发展中国家职业教育研究院。目前,研究院已完成了对非洲22个英语国家职业教育概况的梳理,为我国职业教育寻求国际合作,做好国际教育援助提供了参考。

In April 2013, the Institute of Vocational and Technical Education Center under the Ministry of Education, the Ningbo Education Bureau and the Ningbo Vocational & Technical College signed a tripartite agreement to jointly establish the Institute for Vocational Education In Developing Countries. Since its inception, the Institute has completed vocational education profiles on 22 English-speaking African countries. These profiles will provide helpful guidance for China's vocational education international cooperation and China’s international education aid plan.

成立专业教学指导委员会加快养老服务人才培养

Steering Committee for Teaching established to accelerate aged-care professionals training services

全国民政职业教育教学指导委员会老年服务与管理专业教学指导委员会成立大会,日前在北京召开。全国民政行政管理部门、高等院校、行业企事业单位等机构的120多名代表参加了会议。

The inaugural meeting of the Steering Committee on aged- care specialty teaching was recently held in Beijing. The steering committee is under the administration of National Vocational Education Steering Committee for Civil Affairs Services. More than 120 people attended the meeting, including representatives from National civil affairs administration departments, universities, business and other social organizations.

目前,我国正面临着人口老龄化的严峻挑战,养老服务人才瓶颈问题表现得越来越突出。培养造就数量充足、素质优良、技能精湛的养老服务专业人才,是解决我国养老问题、提高养老服务水平的必要前提,也是实现养老服务事业可持续发展的重要保证。国务院出台的《关于加快发展养老服务业的若干意见》,进一步完善了养老服务人才培养政策,要求“支持各类院校增设养老服务相关专业和课程,扩大人才培养规模,加快培养老年医学、康复、护理、营养、心理和社会工作等方面的专门人才”,建设一支具有崇高职业道德和娴熟业务技能的专业化、职业化养老服务人才队伍迫在眉睫。

China is quickly moving toward an increasingly aging population, which is bringing new challenges for the aged- care services training. Training a sufficient number of high quality, high skilled aged- care professionals is a prerequisite for coping with aging population problems. It is also important to ensure the sustainability of the aged- care industry. The State Council has circulated "Opinions on Accelerating the Development of aged- care services". According to its new policy, the government expects all schools to introduce aged- care related programs, expand the enrollment of students majoring in aged- care subjects and train more professional workers specializing in geriatrics, rehabilitation, nursing, nutrition, psychology and social work. Workers with good professional ethics and high skills are in urgent demand for the aged- care industry.

据了解,老年服务与管理专业教学指导委员会,是对全国高职高专老年服务与管理类专业教育教学发展与改革工作进行研究、指导、服务和质量监控的专家咨询组织,同时也是指导老年服务与管理专业教育与继续教育的专家组织,旨在发挥民政行业各级行政主管部门、有关院校、科研院所、社会组织、企业等单位的积极性,加强对老年服务与管理专业人才培养和教学工作的宏观指导,突出办学特色,促进人才培养质量的全面提升,不断适应我国养老服务业发展需要。

The Steering Committee for aged- care specialty teaching is a consulting organization which will conduct research, supervise and monitor the overall situation of aged- care specialty teaching and its innovation at vocational schools. It aims to integrate resources at all levels, including the civil affairs administrative department, research institutions, NGOs and enterprises, in order to support aged- care training, enhance the overall personnel quality and adapt to the continuous development of the aged- care industry.
