2月17日,澳大利亚技术与继续教育学院院长委员会(TDA)在悉尼很荣幸的接待了来自中国教育国际交流协会的高层代表团。

在林佐平副秘书长的率领下,代表团成员包括中国教育国际交流协会研修学院张利民院长、中国教育国际交流协会亚太部宋碧澄副主任项目官员。陪同代表团的还有中国驻悉尼总领馆教育组冯俊英领事。

林佐平表示中国教育国际交流协会在2012年将继续支持由TDA在澳大利亚进行管理的海外院长领导能力培训项目。该项目已经在澳大利亚成功举办了5次,超过90位中国高职学院领导完成了为期4周的培训项目。澳洲19所TAFE学院为培训团提供了辅导与讲座,同时,这一系列的活动促使了10多个合作协议的签订和正式合作伙伴关系的建立。

林佐平也表示,中国教育国际交流协会将致力于2012年10月在北京举办中澳绿色技能大会,并支持建立澳洲TAFE学院和中国高职学院的中澳学生交流项目。

此外,代表团还讨论了其它议题。随后,代表团前往新西兰访问——张利民先生曾担任中国驻新西兰大使。
On Thursday 17 February, TDA had the pleasure of hosting a senior delegation from the China Education Association for international Exchange (CEAIE) in Sydney.

Led by Deputy Secretary General Lin Zuoping, the delegation included Zhang Limin, President of the China Education Institute for International Exchange and Research and Song Bicheng, CEAIE’s Deputy Program Director from the Department of Asian and Oceanian Programs. Accompanying the delegation was Feng Junying, Consul of the Consulate-General of the PRC in Sydney.

Lin Zuoping confirmed CEAIE’s support for a 2012 Vocational Education Leadership Training (VELT) program to be held in Australia and managed by TDA. This highly successful program has now been delivered five times in Australia with over 90 vocational leaders from China completing the four week program. Nineteen TAFE Institutes have provided mentoring and workshops for the leaders and over ten cooperation agreements and formal partnerships have resulted from these activities.

Mr Lin also confirmed CEAIE’s commitment to hold a joint China Australia Green Skills conference in Beijing in October 2012, and to support the establishment of a China Australia student exchange program involving selected TAFE Institutes and tertiary vocational colleges in China.

A number of other initiatives were discussed before the delegation headed for New Zealand where Mr Zhang was previously the PRC Ambassador.


大力推行学生实习责任保险 为职教人才培养提供制度保障
——全国职业学校学生实习责任保险统保示范项目签约仪式举行

 2月10日全国职业学校学生实习责任保险统保示范项目签约仪式举行,拉开了统保示范产品在全国推行工作的序幕。教育部副部长鲁昕介绍了“统保示范产品”的新特点:“学校为学生投保三年的保险费只要 39 元钱,实行全国统保的保险方式,不管学生在哪实习都有保险经纪公司和保险公司的专业人员追踪管理,学生在实习阶段一旦出了工伤事故,保险公司必须赔付到位,而且补偿更充足,保险的赔付责任也更多。” 

当前中国职业院校约有 3300 万在校生,每年约有一千多万职业院校学生参加顶岗实习,因此必须高度重视学生实习期间的风险管理工作。教育部和相关部门此时举办签约仪式,旨在推动职业院校在新学期开始的顶岗实习等实践教学活动中,建立职业院校实习安全的相关制度,强化实习风险保险工作,使学生得到更好地安全保障和保险服务。

The Signing Ceremony for the vocational college internship liability insurance demonstration pilot was held on February 10, which sets the scene for a national wide rollout of blanket insurance demonstration products.

Mr. Lu Xin, Vice Minister of the Chinese Ministry of Education, introduced the new features of ‘blanket insurance demonstrated products’.  The school needs to pay only 39 RMB as insurance premium in three years. According to the blanket insurance provision, the interns can be insured wherever they do their internship. If there are any cases of work injury or other occupational accident, the insurance company will make the claim payment promptly and take all the indemnity responsibility.

At present, there are around 33 million students in China vocational colleges. More than 10 million students came out from vocational institutes for internships each year. Therefore, the risk management during internship is worth high attention. The signing Ceremony is a flagship activity which aims to enhance the internship safety regulations and risk management, promote the internship risk insurance, and ensure student security by offering better insurance service.

山西: 2015年高职院校将普及实训基地

Shanxi Province:  Practical training base for tertiary vocational colleges will be widely built by 2015

 为进一步发挥高等职业教育对区域经济社会发展的积极作用,山西省教育厅日前表示,山西高职教育将加大“校企合作”力度,力争在2015年普及生产性实训基地,大力培养高素质技能型人才。据悉,“十二五”期间,山西高职教育将加大与各行业之间的合作,共建50个省级示范性实训基地。在2015年前,每所高职院校将建成一个生产性实训基地。此外,为增强高职院校服务产业结构调整的能力,山西高职教育将在“校企合作”中,探索高级职业资格证书与高职学历相互融合的“双证书”教学模式,参照相关职业资格标准,构建课程体系。同时,山西高职院校将大量聘请行业企业的专业人才和能工巧匠到学校担任兼职教师,逐步形成实践技能课程主要由兼职教师讲授,部分课程由校内专任教师讲授的教学机制。

In order to advance the active role of tertiary vocational education in promoting regional social-economic development, the Shanxi Provincial Education Department has committed to strengthen the ‘corporate-school’ partnership.

Recently, the Education Department said that by the year 2015, Shanxi will increase the number of productive training bases and cultivate more high skilled talents. It is reported that during the 12th ‘5 Year Plan’ period, Shanxi vocational institutes will strengthen their cooperation with different industries and build a total of 50 provincial level demonstration training bases.

By 2015, each institute will have its own practical training base. In addition, in order for Shanxi vocational education to better serve economic restructuring, the Department will explore the possibility of integrating professional qualification certificates into tertiary vocational education.

The vocational institutes will create a ‘double certificates’ educational model by designing curricula with a reference to relevant professional qualification standards. The colleges will also invite professionals and experienced technicians from enterprises to be part-time teachers, teaching practical skills and useful expertise to students in class. These courses will complement other courses given by full-time teachers, gradually forming a new complementary teaching system.

宁波市出台职业教育校企作办法 2月1日起正式实施

Implementation of regulations for corporate-school partnerships in Ningbo, Enforced on Feb 1st

 宁波各职业院校已与1000多家企业建立了合作关系,为解决在开展校企合作过程中存在的一些亟待解决的问题,《宁波市职业教育校企合作促进条例实施办法》于2月1日起正式实施。《实施办法》规定:职业院校要和合作企业签订校企合作协议,并为所有实习学生办理学生实习责任保险;拟设立校企合作发展专项资金,进一步增强职业教育校企合作的保障;拟建设市级校企合作公共网络服务平台,使校企双方更好地了解对方需求,实现有效对接;同时规定市和县必须分别建立多个部门参加的职业教育联席会议制度,并对具体职责进行界定,让校企合作不再是“职校一头热”的办学行为,而是政校企三方共同履行的社会责任和义务。

The vocational institutes in Ningbo have built partnerships with more than 1000 corporations. With the aim of resolving urgent issues encountered by school-corporate partnerships, the Implementation measures for regulations of Ningbo Municipality on the promotion of vocational education corporate-school partnership was enforced on February 1.

These measures stipulate that the institutes must sign a cooperation contract with cooperative enterprises and cover internship liability insurance for all students. It is planned to establish a dedicated fund for corporate-school collaboration, providing more support and guarantees for corporate-school partnerships.

It is also planned to build a public information platform providing more online information regarding Corporate-School partnerships, aligning the institutes with corporate demand, and facilitating the understanding between schools and enterprises.

At the same time, it also stipulated that a joint-session system should be established at county level and municipality level which can engage other administration departments. The roles and responsibilities of the joint-session should be articulated.

The aim is to make corporate-school partnerships joint efforts of government, school and enterprises instead of the individual efforts by a vocational college.

青海畜牧兽医职业技术学院:“场中建校”锻炼学生技能

Qinghai College of Animal Husbandry & Veterinary: Improving students capability by ‘building the school on-site’

 近年来,青海畜牧兽医职业技术学院创建“场中建校”教育模式,把教室和学生宿舍设在场站,使学生既掌握了文化理论知识,又在实践中锻炼了动手能力。学院建立了校企合作型、技术推广型、校县合用型等校外实习基地。目前,每个实习基地均可容纳60名学生长年实习,实现了“教学与工作过程零距离、专业技能与职业岗位需求零距离、毕业与就业零距离”的目标,增强了学生就业竞争力。

In recent years, Qinghai College of Animal Husbandry & Veterinary has created a new educational model ‘building the school on-site’, which moved the class and even students’ dormitory to the husbandry site.

The students can learn theoretical knowledge as well as the practical skills through learning by doing. The school has built many training bases outside of school, focusing on corporate-school partnership models, technology extension and school-county collaboration.

Each type of training base can host around 60 students working there for a long period of time. This approach enhances the students’ competitiveness and fulfills the “three zero distance from school” concepts:

  1. zero distance between teaching and working
  2. zero distance between expertise and job requirements
  3. zero distance between graduation and employment

湖南职业院校推广空间教学

Hunan vocational institutes promote ‘stereoscopic teaching’

湖南铁路科技职业技术学院研发的“3G实景课堂”有效地解决了职业教育教学必须在现场的问题。利用移动视频采集传输设备,实时采集现场视频、音频信号,将数据利用3G无线网络传送到学院专用服务器,通过校园网传送到教室的教师机终端,实现现场的实时教学。教室端的视音频信号按前述路径逆向同步传输到现场,实现与现场端的实时交互。一边进行多现场教学,一边又同步压缩成可反复使用的课件。这个特殊课堂涉及5项发明专利,日前已获得国家知识产权局的受理。湖南省教育厅副厅长王键是空间教学与管理的倡导者。他说,职业院校只需支付平台出入口带宽租用费和个人空间租用费,就可以实现空间教学基本条件,这个成本投入只有传统的自建技术构架投入的1/10。湖南省争取到“十二五”末期,实现在职教师、高中及以上学生都拥有一个学习空间。

The "3G Virtual Classroom" developed by Hunan Railway Polytechnic School has solved the inherent limitations of workplace learning for vocational institutes. With mobile equipment capturing the live audio and visual signals real-time in the workplace, the captured data is transferred to the school through 3G wireless network and then delivered to teacher terminals in the classroom through a school intranet, realising real-time teaching.

The audio visual signal in the classroom is synchronously transmitted back to the scene through a reverse path, enabling real-time interaction between the workplace and classroom. Recorded courseware can be produced during the teaching sessions.

This stereoscopic teaching involves five patents for inventions which have been accepted by the State Intellectual Property Office. Mr. Wang Jian, Deputy Director of Hunan Provincial Education Department is an advocate of stereoscopic teaching. He pointed out that ‘only by paying the charges for the use of bandwidth and the charges for private space, the infrastructure of stereoscopic teaching can be obtained’. The cost accounts for only 10 percent of traditional technical infrastructure investment.  Hunan province aims to have all the teachers and students at high school level or above with their own study zones by the end of 12th ‘5 Year Plan’ period.

山西医药类高职毕业生就业乐观 学生挑企业

Pharmaceutical school graduates’ employment prospect optimistic; most students pick their employers   

近年来,医药行业竞争激烈,很多企业一直在扩大规模,企业对营销、制药专业的毕业生需求量很大,每年招聘专业技术人才的数量明显增加,具有多技能的人才需求量更大。在2011年12月24日山西生物应用职业技术学院举行的双选会上,来自全国的145家用人单位为该学院毕业生提供了5000多个岗位,2012届学院高职毕业生有1522人,提供岗位数远远超过了毕业生人数,学生就业形势比较乐观。这145家用人单位涉及安徽、北京、广东、云南、天津等15个省市的企业,其中不乏亚宝药业、国药控股等一些知名医药企业。很多学生只是来了解企业情况,并没打算签协议。而企业最看重毕业生吃苦耐劳的精神,由于企业一般都提供一段时间的培训,对学生专业的要求不是太高。

In recent years, employment in China’s pharmaceutical industry has been highly competitive. With further business expansion, the demand for graduates in marketing and pharmaceuticals has increased significantly.

Recruitment for professional and technical personnel has grown dramatically, and the demand for multi-skilled personnel is particularly high. At the job fairs organised by ShanXi Biological Application Polytechnic on December 24, 2011, there were 145 companies providing more than 5,000 jobs opportunities for the graduates.

With only 1,522 graduates in 2012, the number of job posts far exceeds the number of graduates and all students have very optimistic employment prospects. Companies attending the job fair came from 15 provinces and cities across China including Beijing, Tianjin, Anhui province, Guangdong province and Yunan province. Industries included prominent Chinese companies such as Yabao Pharmaceutical Co. Ltd and SinoPharm Group.

Many students came to the job fair to learn more about the enterprises, with few signing a final employment contract with the companies. Most of the companies offer on-the-job training and do not expect the students to have strong technical background; instead, they prioritize the hardworking spirit of student candidates.
