Jiangsu: Minimum funding in secondary vocational schools to increase to ¥6,000 per student

江苏:中职生均财政拨款基本标准将提至6000元

Recently the Treasury and Education Department of Jiangsu province released a joint notice regarding an increase to the minimum standard of public funding, on a per student basis, in public secondary vocational schools.

本报讯 近日,江苏省财政厅、省教育厅等联合下发通知,进一步提高公办中等职业学校生均财政拨款标准,加大职业教育建设经费保障力度。

According to the notice, the minimum standard of public funding will increase from ¥5000 to ¥6000 (including free tuition subsidies) per student. Each county must implement the new minimum standard and should aim to contribute more funding if able to do so.

通知要求,从2015年春季学期起,江苏全省公办中等职业学校年生均财政拨款基本标准在原5000元基础上提高到6000元(含免学费补助),其中生均公用经费基本拨款标准不低于1000元。今后,生均财政拨款标准将根据经济社会发展、物价水平变动等因素实行动态调整,且市县制定的生均财政拨款基本标准不得低于省定基本标准和目前实际投入水平,并视财力情况逐步提高。

In Jiangsu province, compliance with the new standards is being used by the provincial government as an indicator to determine funding support levels to county governments. Counties which fail to meet the standard will have their funding cut and will be excluded from involvement in projects run by the Provincial Modern Vocational Schools and Demonstration colleges.

同时,江苏省将中职校生均财政拨款基本标准纳入市县落实教育经费保障主体责任综合奖补办法考核范围,对于未达到省定标准要求的地区,将扣减其奖补资金额度,将延迟辖区内的省级现代化职业学校、高水平示范性实训基地项目启动时间或不予验收。(记者 缪志聪)

Modern apprenticeship pilot project for Vocational Education: National meeting held in Hebei

全国职教现代学徒制试点工作推进会在河北召开

On 12 December, 2014, the Ministry of Education organized a national meeting regarding the modern apprenticeship pilot project in Tangshan, Hebei.

The focus of the meeting was speeding up the construction and implementation of the modern apprenticeship system in China, as well as improving the quality of vocational and technical training. Vice Minister of the Ministry of Education, Lu Xin, attended the meeting and delivered a speech

本报讯 12月12日,教育部在河北唐山召开全国职业教育现代学徒制试点工作推进会。会议主题为加快构建中国特色现代学徒制度,全面提升技术技能人才培养质量。教育部副部长鲁昕出席会议并讲话。

Lu Xin emphasized the need for increased participation and cooperation from all parties involved in vocational education, including government, industry, enterprises and schools in order to harmonize planning efforts and create better linkages between each. She also emphasized the increasing role industry must play in the vocational school system in order to increase the relevance of training delivered. She said it was paramount that vocational institutions work actively to meet China’s economic development requirements, namely a more skilled workforce.

鲁昕强调,要加快形成多方参与的工作机制,发挥好政府、行业、企业、学校、社会力量等各自优势,加快实现职业教育与产业发展同步规划,与产业建设同步实施,与技术进步同步升级;充分发挥企业重要办学主体作用,健全企业参与制度;主动适应经济发展对人才的需求,全面提升职业院校服务产业发展能力;不断夯实产教融合的发展基础,优化、扩大优质职业教育资源;进一步完善产教融合的法制环境。

Lu Xin outlined the following five crucial steps in speeding up the construction and  implementation of the modern apprenticeship system:

- Integrate the process of school enrollment with enterprise recruitment and establish a ‘double identity’ of ‘student’ and ‘apprentice’;

- Vocational education workforce: improve the dual-mentor system and establish more flexible recruitment structures;

-  Encourage the building and sharing of quality teaching resources, construct more training facilities, digital resources and information platforms for schools and enterprises;

-  Develop a better teaching administration system for the modern apprenticeship system;

-  Strengthen leadership and management structures

鲁昕要求,必须加快推进现代学徒制试点工作,各地要系统规划,做好顶层设计,因地制宜开展试点工作,构建校企协同育人机制。在试点中要重点做好以下五个方面的事情:一是落实好招生招工一体化,明确学生与学徒的双重身份,明确校企双主体的职责;二是加强专兼结合的师资队伍建设,完善双导师制,明确双导师职责和待遇,建立灵活的人才流动机制;三是推进优质教学资源共建共享,校企共同推进实训设施、数字化资源与信息化平台等资源建设,促进优秀企业文化与职业院校文化互通互融;四是形成与现代学徒制相适应的教学管理与运行机制;五是完善试点工作的保障机制,加强对试点工作的组织领导,制定多方参与的激励措施。逐步建立起政府引导、行业参与、社会支持、企业和职业院校双主体育人的中国特色现代学徒制。 (记者 周洪松)

Video Conference: Improving the quality of vocational education delivery

全面提高职业教育人才培养质量工作视频会议召开

A video conference was held in Beijing on 19 December, 2014. The focus was on comprehensively improving the quality of vocational education delivery. At the meeting delegates discussed their experience of education and teaching reforms in recent years, as well as thenew measures currently being implemented to improve education quality. Vice Minister of the Ministry of Education, Lu Xin attended the meeting and delivered a speech.

本报北京12月19日讯(记者 刘博智)今天,全面提高职业教育人才培养质量工作视频会议在京召开,会议总结交流了近年来各地深化教育教学改革的经验做法,全面部署了经济新常态下全面提高人才培养质量的目标任务与政策措施。教育部副部长鲁昕出席会议并讲话。

Lu Xin stated that in order to improve the quality of vocational education delivering, schools must first incorporate traditional Chinese culture and values into the curriculum. Secondly, articulation arrangements between secondary and higher vocational education institutions need to be improved. Thirdly, industry and education integration needs to be strengthened to ensure graduates’ skills meet labor market requirements. To achieve this, practical teaching in vocational institutions will now account for 60% of total training hours within a traditional three year course. Finally, teaching administration systems needs to be improved to promote standardized teaching and training delivery.

鲁昕对提高职业教育人才培养质量提出明确要求,一是落实立德树人根本目标,促进学生全面发展。要重视中华优秀传统文化教育,加强职业指导和职业精神培养。二是优化专业结构和布局,打造特色品牌专业。三是要健全中高职衔接制度,保障系统培养质量。要科学确定中高职衔接专业,研究制定中高职衔接学校资质标准。四要推进产教深度融合,增强人才培养针对性。职业院校要广泛开展实践教学,实践教学环节要达到3年总学时的60%。五要提升教育教学管理水平,推进规范培养。

About 3000 people from 59 National Industry Steering Committees for Vocational Education participated in the video conference. In addition, representatives from the Ministry of Education, Provincial level education departments, vocational institutions and some executives of industries and enterprises also participated.

来自59个全国行业职业教育教学指导委员会、教育部有关司局、各省(区、市)教育行政部门、职业院校和部分行业企业负责人等约3000人在主会场和分会场参加了会议。
