2012年度高等职业教育人才质量报告国家版首发

2012 National Tertiary Vocational Education Quality Report Launched

“2012中国高等职业教育社会责任年会暨质量报告发布会”7月12日在北京召开。 报告显示,高等职业教育在高等教育大众化进程中发挥了决定性作用。近3年来,中国高等职业教育为全国850万个家庭实现了高等教育“零”的突破;为服务各地小微企业提供了重要的人力资源,中国全国高职学校毕业生有近六成在300人以下规模企业就业,其中在50人以下小微企业的约三成;为三线城市发展、推动区域均衡发展作出了积极贡献;在促进农村经济持续发展中发挥了不可替代的引领作用,2011年全国涉农高职学校达到343所,占高职学校总数的27%。

报告由全国高职高专校长联席会议委托第三方研究机构——上海市教育科学研究院和麦可思研究院联合调研编写形成。这是高等职业院校办学者、管理者与教学者梳理过去、厘清现状、展望未来的一种努力与尝试。

The China 2012 Tertiary Vocational Education Social Responsibility Annual Conference & Quality Report Conference was held in Beijing on 12 July, 2012. According to the Report, tertiary vocational education has played a critical role in popularization of higher education. In the past 3 years, tertiary vocational education has helped 8.5 million families nationwide get access to higher education; tertiary vocational education has become the major provider of professionals for small and micro-enterprises across China, with 60% of vocational school graduates working for small enterprises with less than 300 workers, 30% of graduates working for micro-enterprises with less than 50 workers. Tertiary vocational education has played a key role in driving the economic development of third tier cities as well as the economic growth of rural areas.  By the end of 2011, the total number of agriculture-related tertiary vocational institutes has reached 343, accounting for 27% of all tertiary vocational institutes.

The Report, jointly compiled by the Shanghai Academy of Educational Sciences and MyCOS Institute, was commissioned by the Chinese Assembly for Presidents of Tertiary Vocational Institutes. This report is a piece of work which helps the managers and practitioners in the vocational education sector learn from the past and look into the future.

新南威尔士州州长率教育代表团访问中国

NSW Premier leads education mission to China

2012年7月30日,新南威尔士州社区与教育部国际处举办招待午宴,新南威尔士州州长巴里•法瑞尔议员正式启动了“中西合璧-新南威尔士职业技术学院高等教育”项目,中国政府官员和商界代表出席了此次招待午宴。

广州作为中国第三大城市,地理条件优越,跟悉尼是友好城市。 借助此次活动,新南威尔士州州长重申了新南威尔士州与中国之间联系的重要性,同时正式启动“新南威尔士职业技术学院本科学历教育”项目,希望借此加强新南威尔士州政府及新南威尔士职业技术学院跟中国教育机构之间的联系。

随行来访的新南威尔士职业技术学院学院高级代表大卫•赖尔登先生说道:“对于中国和澳大利亚这样的国家,为了使年轻人在全球化的工作环境中具有较强的竞争力,政府应该让下一代接受一种变革式的教育。中澳两国在这方面已经建立了深厚的联系,年轻人能够从一些中西合璧的项目中受益,既可以获得中国和澳大利亚双重学历,又可以在澳大利亚继续学习”。

“新南威尔士州社区与教育部主要从事高等职业教育和中等职业教育培训,目的是让毕业生成为高技术人才以适应全球化的挑战。新南威尔士职业技术学院 是公办的高等职业教育培训机构,在当地具有良好的口碑,今天,我们非常荣幸州长先生能够在中国亲自为我们启动这“本科学历教育项目”。

赖尔登先生还表示,“ 我们非常欢迎中国学生积极选择各个专业的众多课程,包括会计、幼教、3D艺术和动画制作以及信息技术和网络安全等”。

在过去的10年里,新南威尔士职业技术学院通过各种国际项目已经跟中国很多地方的政府和相关人员建立了稳固的联系。在广东省与一些当地的院校建立了非常好的合作关系,如广东轻工职业技术学院、广东机电职业技术学院、广东顺德职业技术学院和深圳职业技术学院等,同时也跟北京、上海、天津、香港四地的21家院校建立了合作关系。

2011年,许多中国学生选择新南威尔士州作为他们海外学习的目的地,2000多名中国学生在新南威尔士州公立学校就读,超过2400名中国学生被新南威尔士职业技术学院录取,分别学习商务、幼教、工程类、信息技术、电信和英语类的课程。

在中国,新南威尔士职业技术学院在承办大型教育培训项目方面有着丰富的经验。它曾为2010年上海世博会制定了工作人员培训计划, 这个培训计划覆盖了180,000名为世博会所有活动和会议服务的工作人员,包括志愿者以及临时工作人员,培训计划非常成功。在这之前,新南威尔士职业技术学院还曾为2008年北京奥运会和香港残奥会马术比赛项目制定人员培训计划,而此届奥运会也被国际奥委会主席罗格评价为非同寻常的一届运动会。

法瑞尔州长还率领贸易和教育代表团访问了广州、北京、成都和济南。

On 30 July 2012, at a corporate luncheon hosted by the NSW Department of Education and Communities International, the Premier of New South Wales, The Hon Barry O’Farrell MP, launched ‘The best of both worlds – TAFE NSW Higher Education Degrees’ to an audience of Chinese Government dignitaries and business clients.

Guangzhou, the third-largest city in China, was an auspicious location as it shares a sister-city relationship with Sydney. The event provided an opportunity for the NSW Premier to reaffirm the importance of New South Wales' relationship with the People's Republic of China, to officially launch TAFE NSW Higher Education Bachelor Degrees and to strengthen education ties between Chinese education institutions with TAFE NSW and NSW Government schools.

"For countries like the People's Republic of China and Australia to be competitive in today's global workplace, our Governments need to equip the next generation with transformative education experiences. Through the existing strong relationship between our two nations, young people can benefit from the best of both worlds and gain dual qualifications in China or combine this with study in Australia," said David Riordan, the TAFE NSW senior representative travelling with the Premier's delegation.

"The NSW Department of Education and Communities focuses on quality secondary and tertiary education and training outcomes to ensure its highly-skilled graduates meet the challenges of a global economy. TAFE NSW is a government-owned Higher Education provider with an impeccable reputation and we are very proud that the Premier launched the Bachelor Degree programs in China today.

We welcome Chinese students to choose from a wide range of undergraduate courses from Accounting, Child Care, 3D Art and Animation through to Information Technology Network Security," said Mr Riordan.

Over the past decade, TAFE NSW has developed strong links with municipal governments and officials through transnational projects across China. Joint delivery arrangements with local Chinese institutions are well-established in Guangdong Province – for example, with the Guangdong Industry Technical College, Guangdong Jidian Polytechnic, Shunde Polytechnic and Shenzhen Polytechnic with a further 21 partnerships in Beijing, Shanghai, Tianjin and Hong Kong.

In 2011, many Chinese students chose New South Wales as their preferred study destination with over 2,000 students in NSW Government schools and over 2,400 Chinese students enrolled in TAFE NSW Institutes in Business, Children's Services, Engineering, Information Technology, Telecommunications and English language courses.

TAFE NSW also has a very good track record for project managing large-scale training events in China. It developed the Workforce Training Master Plan for the highly successful six month-long World Expo 2010 Shanghai event which provided a blueprint for the successful delivery of training to the workforce of 180,000 paid, volunteer and contractor staff across all Expo events and activities.

Previously, TAFE NSW provided the Workforce Master Training Plan for the 2008 Beijing Olympic Games and Paralympic Equestrian Events in Hong Kong, described as 'the truly exceptional Games' by International Olympic Committee President, Jacques Roggue.

Premier O’Farrell led the trade and education mission to Guangzhou, Beijing, Chengdu and Jinan in China.


云南职业教育发展将获世界银行3.2亿元贷款支持

Yunnan Province will receive 320 million RMB loans from the World Bank for its vocational education development

云南省教育厅公布,世界银行贷款云南职业教育发展项目启动,总投资5.8亿元,其中世界银行将提供3.2亿元贷款,中国国内配套2.6亿元。项目旨在促进职业教育改革创新,提高办学水平,将在云南旅游职业学院等9所高职、中职及技工学校围绕生物、地矿、汽车和旅游四大产业开展相关专业的课程改革活动,购置实验实训设备以及新建、改造教学楼或实训基地、改革课程体系、提高教学管理水平、完善质量保障与评价体系,并辐射带动非项目学校。

It is learnt from the Yunnan Provincial Education Department that Yunnan vocational education development program largely financed by the World Bank has just kicked off. The total investment for this program is 580 million RMB, among which 320 million RMB are from the loan from the World Bank and 260 million RMB are invested by Chinese side.  The mission of the program is to promote the reform and innovation of Chinese vocational education and improve the teaching quality of vocational institutes.  The program will be implemented in 9 tertiary and secondary vocational institutes in Yunnan, mainly targeting curriculums and expertise in biotech, mining, automotive and travel industries. The investment will also be used for purchasing some experimental equipment as well as building new teaching facilities and renovating the old teaching buildings or training base. Besides, the program will reform the curriculum system, raise the teaching quality to a new level, and improve quality assurance and evaluation systems. The program will also try to impact other institutes which are not involved in this program.

福建省两百中职学校教师将脱产赴企业实践半年

Two hundred vocational school teachers will be sent to enterprise for hands-on experiences in Fujian province

近日,福建省教育厅宣布,该省今年安排205名中职学校青年教师赴企业连续实践半年。企业将对教师参加实践的表现进行综合评价,并向合格教师颁发由教育部、财政部统一编号的结业证书。

教师企业实践将重点了解产业发展趋势、企业生产组织方式、工艺流程等基本情况,熟悉企业相关岗位的职责、操作规范、用人标准、管理制度及企业文化等具体内容,学习与所教专业相关生产领域中应用的新知识、新技术、新工艺、新方法,掌握主要岗位的操作技能,并结合企业实践探索改进实践教学的方法和途径。

Recently, the Fujian Provincial Education Department announced that they will send 205 secondary vocational school teachers to enterprises for 6 months practical training this year. Enterprises will evaluate the performance of these teachers and award the graduation certificates issued by the Ministry of Education and Ministry of Finance to qualified teachers.

Through practical training in enterprises, the teachers will have a better understanding of business practices, corporate operations, industrial development trends and production process. Also, these teachers will be able to get familiar with the roles and responsibilities for specific positions, operation standards and requirements, management systems and corporate culture. Additionally, these teachers will learn about new knowledge, new technologies, new processes, and new methods in the field they teach, all of which will enable the teachers to improve their teaching methodology when they resume their teaching at school.

2012全国职业院校学生技能作品展洽会在津举办

2012 National Exposition of Students’Skill Works in Vocational schools held in Tianjin

2012年6月27-29日,为期3天的2012年中国职业院校学生技能作品展洽会在天津举办。展洽会旨在展示职业教育服务经济社会发展的丰硕成果,宣传改革发展职业教育的重大举措,促进职业教育与社会各界的交流合作。其内容主要包括:中国各省市中、高等职业院校学生技能作品展示;职业教育成果专项展示;企业技能人才培养培训优秀成果展示;开展合作开发、技术转让等多种形式的洽谈活动;学生职业技能现场表演等。

The 2012 National Exposition of Students’ Skill Works in Vocational Schools was held in Tianjin from 27th to 29th June, 2012. The exposition is to showcase the achievements by vocational education in serving economic and social development, to promulgate major initiatives of vocational education reform and development, and to strengthen the exchanges and communication with different stakeholders. The exposition include several sessions: vocational school students skills’work exhibition, vocational education achievements exhibition, enterprise high skilled talents training achievements exhibition, technology transfer and cooperation fair, students on-site skill demonstration, etc.

中航工业天飞工程研发中心落户西安航空职业技术学院

Aerospace R&D Centre of Aviation Industry Corporation of China (AVIC) founded in Xi’an Aeronautical Polytechnic Institute

近日,由中航工业天水飞机工业有限责任公司与西安航空职业技术学院共同组建成立的中航工业天飞工程研发中心在西安航空职业技术学院挂牌成立。双方将互通信息和资源,共同加强对学生的培养。同时充分利用学院的师资力量和优越的地域优势,为企业新产品的研发助一臂之力。该中心的建立是该学院深化校企合作,突显产学研结合的具体举措。

Recently, Aerospace R&D Centre of Aviation Industry Corporation of China (AVIC) was in Xi’an Aeronautical Polytechnic Institute. The centre was co-founded by AVIC Tianshui Aircraft Co., Ltd. and Xi’an Aeronautical Polytechnic Institute. The two parties will share information and resources and cultivate students together. AVIC will take advantage of the college teaching resources to facilitate its research and innovation. The foundation of the centre demonstrates the college efforts to strengthen cooperation with enterprise.

山东职业学院打造轨道交通教育品牌

Shandong Polytechnic builds its brand through rail transportation specialty

近日获悉,山东职业学院2012届轨道交通及相关专业毕业生已被各大铁路局招聘一空,中国全国几个城市的铁路局还提前预定录用了600多名2013届毕业生。2014年即将正式运行的青岛地铁一期工程,也已委托该校定向培养100多名城轨专业人才。

山东职业学院是100所国家骨干高职建设院校之一。 针对中国城市轨道交通业日益凸显的用人缺口,山东职业学院整合交通类专业优势资源,成立了轨道交通系,精心培养铁道机车车辆、电气化铁道技术、铁道通信信号、检测技术及应用、城市轨道交通车辆等五个轨道交通类专业技术人才。

2011年,该校斥资近500万元引进了与企业联合研发的山东省首辆城轨车辆教学实训车,配合地铁站台设施,为城轨运输管理等相关专业的学生提供了零距离列检作业、动车组运行维护等真实的工作环境。该校还在实验实训基地引入了严格的质量、成本控制体系,建立了企业化经营管理模式,积极引导学生以企业员工的身份,完成真实产品从制定计划、设计工艺到产品交付等产品组装生产的全过程,深入体验岗位角色,显著提升学生的综合职业素质。

It is learnt from Shandong Polytechnic that their graduates majoring in rail transportation are all employed by railway agencies in 2012. The railway agencies in different cities have also reserved 600 students who will graduate in 2013. The Qingdao Municipal Subway company has already commissioned the college to cultivate more than 100 students majoring in urban rail and agreed to hire the students after their graduation. 

Shandong Polytechnic is one of ‘The Top 100 National Tertiary Vocational Institutes’ in China. In response to the human resource shortage in urban rail transportation industry, Shandong Polytechnic have set up five specialties and cultivate professionals for rail transportation sector, including railway locomotive and rolling stock specialty, electric railway technology specialty, railway communications signals specialty, detection technology and application specialty, and urban rail and vehicle specialty.

In 2011, Shandong Polytechnic spent 5 million RMB purchasing a rail vehicle for teaching and practical training; it also built platforms and other facilities, providing a real working environment for students to practice maintenance and other check-in services. Shandong Polytechnic introduce stringent quality and cost management system in the training base, establishing a corporate management system and encouraging their students to position themselves as a corporate member and complete production related tasks such as planning, process design and product delivery, all of which help to prepare the students for their future career .
