2014年度职业教育与继续教育工作会议召开

China’s Annual Meeting of Vocational and Further Education, 2014

On 25 March, the Ministry of Education held the annual vocational and further education meeting in Beijing. The meeting’s focus was on speeding up the implementation of a modernized, job-focussed vocational system. Lu Xin, the vice-Minister of MOE, attended the meeting.

3月25日,教育部在京召开2014年度职业教育与继续教育工作会议。会议以加快构建就业为导向的现代职业教育体系为主题,就职成教战线深入学习宣传贯彻党的十八大和十八届三中全会精神,落实政府工作报告和国务院常务会议要求,深化职业教育和继续教育领域改革创新做出部署。教育部副部长鲁昕出席会议并讲话。

Discussion at the meeting centered on the need for a system that improves quality, promotes employment, and meets economic and social development targets. The primary role of the government in the implementation of the new system will be to increase quality resources to the sector to enable it to better meet technological progress and to engage better with industry.

The new vocational education system will train hundreds of millions of engineers, senior technicians and semi-skilled workers. It will create a steady stream of skilled workers and provide endless opportunities to China’s youth. The system will improve market competitiveness (specifically in manufacturing), economic outcomes and efficiency.

会议强调,要牢固确立现代职业教育在国家人才培养体系中的重要位置。要坚持以提高质量、促进就业、服务发展为导向,发挥好政府引导、规范和督导作用,充分调动社会力量,吸引更多资源向职业教育汇聚,加快发展与技术进步和生产方式变革以及社会公共服务相适应、产教深度融合的现代职业教育,培养数以亿计的工程师、高级技工和高素质职业人才,为广大青年人打开通向成功成才的大门,提高中国制造和中国装备的市场竞争力,促进经济提质增效升级,满足人民群众生产生活多样化的需求,让职业教育为国家和社会源源不断地创造人才红利。

Specific tasks to facilitate this improvement including

- promoting the transformation of local universities

enhancing the quality of training

constructing modern school systems that are vocationally focused

improving funding mechanisms for scientific development

developing the VET sector in rural, western and ethnic minority areas

expanding international exchanges and international cooperation

promoting continuing education reform and innovation, and;

reforming the Open University system

会议要求,2014年职业教育和继续教育要重点抓好以下工作:落实好全国职业教育工作会议各项部署,推动地方本科学校转型发展,抓好职业教育关键制度建设,大力提升技术技能人才培养质量,推动具有职教特点的现代学校制度建设,完善职业教育科学发展的经费投入机制,促进农村、西部和民族地区职业教育发展,大幅度提升职业教育信息化水平,扩大职业教育国际交流与合作,推进继续教育改革创新,推动开放大学创新发展和电大系统转型升级。

两部委联合试行中职教育培养新型职业农民方案

Joint Trial of new vocational program in Schools : Professional Farmer Training

To ensure national food security in China, the Ministry of Education, together with the Ministry of Agriculture, is trialing a new training program - Professional Farmer Training - in secondary vocational schools across rural areas in China. The program aims to train new professional farmers who have the knowledge and skills, relevant to their local area, and are up to date with new technologies and equipment used in modern farming.

为确保国家粮食安全和重要农产品有效供给,培养适应现代农业发展和新农村建设要求的新型职业农民,教育部办公厅、农业部办公厅近日向各省、自治区、直辖市、各计划单列市、新疆生产建设兵团的教育和农业行政主管部门印发了《中等职业学校新型职业农民培养方案试行》(以下简称《方案》)的通知,要求各地根据实际情况制定具体政策,组织实施。中职教育培养新型职业农民的工作,由此拉开序幕。

The new program entails 2720 training hours. Training hours are divided equally between theory and practical components and are delivered through a combination of classroom and distance learning as well as individual and group learning.

Students’ prior knowledge and skills in the areas of agriculture and management will be recognized through the allocation of course credit (up to 57 credit points). To graduate, students must obtain a total of 170 credit points. Students will then receive a nationally recognized qualification at the secondary vocational level.

据介绍,新型职业农民中等职业教育总学时不少于2720学时,包括公共基础课、专业核心课、能力拓展课,共设立种植、禽畜养殖、水产养殖、农业工程和经济管理5个专业,每个专业包含若干专业方向,根据农业产业和农村实际需要进行动态调整。每门课程的学习由学时比例1:1的理论教学和实践教学组成,以“课堂教学”“远程教学”“集中学习”“分散学习”的形式进行。在2至6年的有效学习年限内,允许学生采用半农半读、农学交替等方式,分阶段完成学业。学生具备的农业生产经营技能、培训经历、职业资格、表彰奖励等可以认定最多不超过57个学分。而考试考核成绩合格,累计修满2720学时,获得170学分,即可毕业,获得国家承认的中等职业教育学历,由学校颁发中等职业学校毕业证书,并在省级教育行政部门备案。

上海首推中职本科贯通学制构建职业教育"立交桥"

Shanghai initiates linkages program between Secondary Vocational Education and Higher Education institutions

In early April, Shanghai hosted the Building a Modern Vocational Education System conference. Shanghai is positioning itself to be the nation’s leading ‘pathways province’ for VET programs through creating linkages between vocational and higher education institutions.

记者今天从上海市现代职业教育体系建设座谈会上获悉,上海的职业教育正尝试成为全国领先的“职业教育自贸区”。最先的尝试就是打通中职教育这条“没有未来的断头路”。

In the next enrollment period, Shanghai Institute of Technology will work with two secondary vocational schools, Shanghai IT school ands Shanghai Petrochemical Academy to offer "3 +4" linkages programs. Shanghai Second Polytechnic University will offer similar pathway programs in collaboration with Shanghai Industrial Technical School.

在接下来的中职院校招生季,上海应用技术大学将与上海信息技术学校、上海石化工业学校两所中职学校联合开办“3+4”学制的中专本科贯通课程,上海第二工业大学将与上海工业技术学校联合开办同等课程,上述3所中专每所招生额度为40人。

Lu Guanzhong, the president of Shanghai Institute of Technology, said that as part of the "3 +4" system, vocational courses will now provide more advanced levels of skills training.

上海应用技术大学校长卢冠忠说,“3+4”学制由本科院校和中职学校共同设计课程,培养专业的高等职业技能人才,“一个学术型高中考上来的学生,学4年成不了高级技师;但一个职业中专考上来的学生,再学4年,7年就差不多能培养出来了”。

According to statistics released by the Chemical Education Association, of the 170,000 employees, employed nationally in the chemical industry, technicians and senior technicians account for only 3.2%, senior workers for 15.6%. Up to 35% of employees do not have any level of qualifications.

Companies are experiencing a high demand for senior technicians and engineers. In Jinshan Chemical Industry Zone, a highly skilled chemical engineer can earn an annual salary of up to of 100,000 yuan.

根据化工教育协会的统计,全国17万化工一线从业人员中,技师、高级技师仅占3.2%,高级工只有15.6%,高达35%的从业人员没有任何技工级别。与之相对的是,企业对于会修机器的高级技师、工程师需求旺盛。仅在上海金山化工区,一名有两三年经验的高技能化工人才年薪至少10万元起。

 

浙江省出台技能考试方案 中职升高职技能成必考

Zhejiang College pilots new Entry-Exam

The Education Examination Authority of Zhejiang Province recently developed a new Entry-Exam for Zhejiang College, with the aim to strengthen linkages between secondary vocational schools and colleges. The new entry exam will force secondary vocational schools to improve the quality of their skills training.

浙江省教育考试院近日制定《浙江省高校招生职业技能考试试行方案》,加强中高职人才培养衔接,引导中职学校重视职业技能教学,强化职业素养基本要求,提高职业教育人才培养质量。

The entry exam requires students to sit an exam which covers 17 major topics, including machinery, computers, business administration and chemistry (environmental). The entry exam will be implemented in stages from 2014 to 2016 in Zhejiang Province.

试行方案明确考试对象为中职学校(含中专学校、职业高中、技工学校等)在校学生、毕业生,职业技能考试分机械、计算机、文秘、化工(环保)等17个大类。根据中等职业教学新课程改革进程情况,浙江省各类别职业技能考试将于2014年至2016年分别开始实施。

The exam will test both theory based knowledge and technical skills. Candidates who successfully pass the two-staged exam (above 60 %) will obtain a skills certificate, issued by Zhejiang Provincial Education Examination Authority.

按照试行方案规定,浙江各类职业技能考试每年提供一次考试机会,考试时间为12月;考试成绩满分300分,以原始分呈现,用于高职单考单招以及其他有职业技能要求的高校招生;考试分理论知识和技能操作两部分,理论知识主要采用闭卷笔试、上机考试等方式,技能操作主要采用实践操作、面试和上机考试等方式,强化职业素养基本要求;考生理论知识考试和技能操作考试成绩均达到合格分(以百分制的60分为合格)及以上者,由浙江省教育考试院颁发相应的技能水平证书。

北京:今年两所高职校首次试行有条件注册入学

Beijing: Two Vocational Colleges trial enrollment system based on new criteria

This year, Beijing Vocational College of Labour and Social Security and Beijing Information Technology College will trial a new enrollment system. The system will for the first time allow students to enroll without having to first sit an entrance examination. Students’ eligibility to enroll will instead be based on the results of their high school graduate examination.  

今年,北京劳动保障职业学院和北京信息职业技术学院两所高职院校将首次试行“有条件注册入学”。作为招考分离的一种试点,考生无需高考,可根据会考成绩达到相应要求即可注册进入高职院校。

The Beijing Education Examination Authority indicated that they believe the new enrollment system does not abide by existing rules which stipulate that students must undertake a compulsory entry exam.

据北京教育考试院表示,本次高职试行有条件注册入学,打破了大学“凡进必考”的录取规则。已经参加2014年高考报名的高中毕业生或中职(职高、中专、技校)毕业生可以参加有条件注册入学。高考报名成功的随迁子女也可参加。普通高中毕业生以相应的高中阶段会考成绩作为注册入学的条件,中等职业学校学生以相应证书作为注册入学的条件。
